Elections Department Administrative Assistant

Performs responsible administrative and clerical duties in the Board of Elections. An employee in this class performs complex administrative and professional work in the Elections Department. Work requires the employee to exercise sound judgment in working with the public and providing them with the proper information. This position requires knowledge of elections laws, and policies and procedures mandated and amended by the State. The employee will complete a variety of duties with primary focus on campaign finance functions, voting sites, precinct officials to ensure the smooth operation of election periods. Work is performed under the general supervision of the Director of Elections, and is evaluated through conferences, observation, and the review of work generated. Position is required to work extended hours and weekends during an election. Responsibilities
Serves as receptionist; answers telephone, takes messages and directs visitors. Assists with voter registration applications, cancellations, and absentee ballot requests. Assists candidates and treasurers with campaign finance organizational reports. Audits submitted campaign finance reports for accuracy and compliance. Corresponds with committees regarding any campaign report discrepancies. Manages the Multi-partisan Assistance Team (MAT) to include member appointments, training, and visits to covered facilities. Surveys and inspects potential facilities to be used as voting places. Evaluates and completes the federal survey for facilities utilized as voting places to verify the facility will meet ADA requirements. Coordinates the delivery and pickup of election equipment and supplies to voting sites. Assists candidates in filing for office by verifying their voter record, completing necessary forms and providing an information packet. Provides technical support to early voting and election day officials. Enters and reconciles election day voter history prior to canvass. Audits returned precinct paperwork for completeness and accuracy. Prepares supplies, equipment, and documents for all early voting and election day sites; including inventory for each. Coordinates voting site layout for proper site set-up and configuration. Serves as custodian of election records. Prepares instructional materials, coordinates, schedules, and provides training to precinct officials. Performs other duties as assigned. Knowledge, Skills, & Abilities
Considerable knowledge of standard office management policies and procedures. Knowledge of operation of voting equipment and software for the elections. Ability to understand and carry out oral and written instructions. Ability to exercise sound, independent judgment, tact, and courtesy in public contact and office duties. Ability to work effectively under strict time constraints. Ability to communicate effectively in oral and written forms. Ability to establish and maintain effective working relationships with public officials, citizens, staff, and the general public. Ability to troubleshoot computers, printers, copiers, scanners, and voting equipment. Ability to learn multiple election specific software applications. Considerable knowledge of and proficiency in Microsoft Office programs and applications especially as it pertains to election functions. Ability to work independently and as a team player. Ability to work extended hours and weekends during an election. Required Minimum Education / Experience
Graduation from high school; Experience in public contact, computer skills, and clerical abilities; or an equivalent combination of education and experience. Possess a valid NC driver's license. Possess a valid NC Notary certificate or obtain certification within six months of employment.
