
FINANCIAL MANAGEMENT SPECIALIST

Summary
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Responsibilities
Plans and organizes teams to accomplish various financial analyses.
Provides training on financial and project management systems and internal business process by analyzing data flows and relationships.
Participates in meetings and conferences to provide management officials with advice and assistance.
Conducts independent studies and analyses and coordinates development of statistics, reconciliation, and extraction of data from automated reports to develop and maintain a variety of diversified special and recurring reports.
Conditions of Employment
Must be a U.S. Citizen.
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
Security Clearance level may be Secret or Top Secret.
Financial Management (FM) Certification Position.
The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
Drug Testing may be required.
Salary to be determined after selection.
Males born after 12-31-59 must be registered or exempt from Selective Service.
Qualifications Positions will be filled as vacancies occur. The Full Performance Level (FPL) may be either GS-09, GS-11, GS-12 or GS-13 depending on the specific vacancy, and management has the discretion to select candidates at grade levels below the FPL. Promotions are not guaranteed.
Specialized Experience Requirements:
GS‑09:
At least one year of specialized experience equivalent in level of difficulty and responsibility to GS‑07. Substitution of education may be considered with two full years of progressive graduate education or a Master’s degree.
GS‑11:
At least one year of specialized experience equivalent in level of difficulty and responsibility to GS‑09. Substitution of education may be considered with three full years of progressive graduate education leading to a Ph.D. or equivalent doctoral degree.
GS‑12 and GS‑13:
Substitution of education for specialized experience is not permitted.
Education requirements:
Must have a finance, accounting, management, or actuarial science degree from an accredited college or university in a related field or equivalent experience.
Foreign education credentials must be evaluated by the National Association of Credential Evaluation Services.

Veterans preference does not apply under this Direct‑Hire Authority (DHA).
One year probationary or trial period may be required.
Telework availability will be based upon mission requirements and supervisory determination.
Drug testing may be required for designated positions.
