JR102269## Compensation Range$101,088.00 - $141,544.00--## Job Description SummaryThis position is a senior level professional position in the Assessor's Office. It is responsible for supervising and directing operations and personnel of the appraisal division of the Assessor's office which includes the teams of business personal property, commercial, data collection, natural resources, residential, and special projects. It coordinates appraisal analysis associated with the application of mass appraisal and performs supervisory functions such as hiring, training, appraisal reviewing and assigning work to staff. The Chief Appraiser functions as a member of the Assessor's Senior Management Team working closely with the Chief Analyst and Chief Administrator. The position also serves as a member of the Management Team. This position performs a variety of duties requiring confidentiality and independent, logical judgment. The ability to work in an ever-changing work environment is required.
This position works under the direct supervision of the Chief Deputy Assessor.
Supervises the entire appraisal division and is the direct manager for the Senior Residential Appraisers, Senior Commercial Appraiser, Senior Appeals/Data Collection/Special Project Appraiser and Senior Natural Resources Appraiser.--## Job Description**Leadership, Management and Supervision - 50%*** Oversees the appraisal division of the Assessor's Office. Assigns, coordinates, and directs work of appraisers and trainees. Provides training guidance to staff as necessary.* Conducts appraisal staff meetings to coordinate status of annual objectives, (new construction, sale verification, etc.).* Implements different assessment approaches to property values including market, cost, income, and mass appraisals.* Coordinates project analysis on each property class.* Coordinates appraisal staff annually for valuation appeal, County Board of Equalization, and third level appeals (binding arbitration, BAA, and district court).**Administration and Reporting - 30%*** Develops and implements policies and procedures for the effective operation of the division. Interprets statutory requirements and tax guidelines and updates staff of changes.* Prepares and reviews appraisal reports from staff, for presentation before various State and County appeal boards along with district court.* Implements review procedures for staff for efficiency and accuracy.* Coordinates all continuing education requirements identified in C.R.S. for licensure.**Communication and Public Relations - 20%*** Establishes and maintains effective working relationships with supervisors, other employees, governmental agencies, professionals, builders, and the public.* Communicates effectively in verbal and written form with administrative staff, appraisal staff, supervisors and managers.* Answers complex questions regarding the appraisal process from the public and staff. Investigates complaints and resolves appraisal problems.* Works closely with County Attorney and appeals appraisers during third level appeals.* Testifies as an expert witness in appeal hearings to assist appeal appraisers.--## Required Qualifications**Required Education*** Bachelor's Degree math, computer science, business administration, real estate, or statistics or 4 years equivalent**Experience Qualifications*** 4 years appraisal or statistical analysis and* 2 years management**Preferred Experience*** 4 years assessor's office**Skills and Abilities*** Excellent computer and technical skills.* Extensive knowledge of computer programs as required by the position.* General understanding of Assessor’s appraisal systems required.* Ability to exercise initiative and independent judgment.* Ability to plan, organize and direct complex project-based activities.* Ability to solve complex problems.* Proficient in the operation of office equipment, including personal computer, and calculator.* Must be able to communicate effectively verbally and in writing; and to establish and maintain effective working relationships with employees, professionals and the public.* Extensive knowledge of appraisal terminology and techniques required.* Ability to organize workload to achieve objectives and successfully work under deadline pressure in an ever-changing environment of increasing workload.* Ability to logically reason through a problem and exercise independent judgment.* Ability to work independently with minimal guidance once projects are assigned.* Ability to multi-task and manage multiple priorities.* Knowledge of building materials, terminology, building construction plans or appraisal principles and practices.* Ability to read plat maps, GIS parcel maps and building permits in order to identify property and buildings accurately.* Excellent computer skills – knowledge of Word, Excel, and Outlook.* Excellent customer service and people skills.* Excellent verbal and written communication skills.* Knowledge of basic math skills.* Ability to work in all types of weather conditions.* Candidate must pass criminal background check prior to employment start date.**Licenses and Certifications*** Certified General Appraiser Upon Hire Preferred or* Certified General Appraiser within 1-1/2 Yrs Required* Candidate must pass criminal background check by employment start date. Required* Pre-employment substance screening is required for this position.* This position is subject to a pre-employment drug screening. Employment is contingent upon successfully passing the screening in accordance with Weld County policy.This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
