RISK MANAGEMENT ASSISTANT DIRECTOR, Budget and Risk Management

Summary The Assistant Director of Risk Management will be responsible for assisting with the daily functions of the Budget & Risk Management department, including managing the County’s risk portfolio (over $1 billion in property values) and administering the County’s self-insurance program. The role oversees liability claims—auto, general liability, workers’ compensation, and property—made against the County and recovers losses due to negligence by third‑party actors. The Assistant Director identifies risk and implements strategies to transfer or mitigate exposure in the best interests of the County.

Supervisory Responsibilities Supervises one or more employees in the Budget & Risk department. Responsible for overall direction, coordination, evaluation, interviewing, hiring, training, planning, assigning, directing work, appraising performance, rewarding, disciplining employees, and resolving complaints.

Essential Duties and Responsibilities

Oversee the self‑insured liability program for automobile, property, and general liability claims; investigate claims and recommend payments or denials.

Supervise the County’s recovery of losses from negligence of third‑party actors, including subrogation and litigation.

Supervise Risk Management and Workers Compensation staff.

Maintain and report property schedules and valuations to insurers, including acquisitions, deletions, and required appraisals.

Plan, implement, and coordinate loss‑reduction activities; collaborate with departments to develop risk mitigation strategies for critical risks.

Coordinate best‑value risk‑financing alternatives; manage risk‑bearing capacity, research innovations, and present options to the Board.

Review and develop insurance requirements for contracts and departments to ensure compliance and appropriate risk transfer.

Provide risk‑management training and coordinate safety and loss‑control services; manage outside consultants and agents.

Oversee the workers’ compensation program; assist with injury claims and reporting to the selected third‑party administrator.

Monitor and supervise the selected TPA contract; ensure timely processing of liability claims.

Plan and coordinate the annual risk‑management budget process; present to the Director.

Ensure employees with disabilities receive timely, fair, and compliant accommodation under the Americans with Disabilities Act.

Perform other duties as assigned.

Knowledge, Skills, and Abilities

Excellent knowledge of budgeting principles and practices.

Ability to analyze financial statements and budgetary requirements.

Ability to work in a fast‑paced environment; stay organized and prioritize workload.

Independence and teamwork skills.

Competency with Microsoft Office 365 Suite.

Advanced analytical skills.

Comprehensive knowledge of insurance administration and risk management.

Effective negotiation skills.

Minimum Requirements

Bachelor’s degree in Business, Public Administration, or related field.

Five (5) full‑time years of related work experience, preferably in a government agency or property and casualty insurance.

Multi‑line adjuster’s license required within the first six (6) months of employment.

Physical Demands and Work Environment & Other Requirements Duty may require bending, hearing, keyboard use, sitting, standing, speaking, working alone or with others, and overtime. Ability to lift up to 25 lbs.
