Duties

Serves as the Defense Information Systems Agency's (DISA) technical expert and senior advisor on Human Resources (HR) programs.

Provides extensive advice and guidance to managers and supervisors; exercises an expert level of knowledge and skill in applying civilian HR methods, principles, practices and evaluative methodologies.

Participates in the development of human capital strategic plans, program evaluation metrics, and implementation strategies and orders.

Serves as technical authority on the collection, generation and analysis of data from Civilian Human Resources (CHR) data systems and applications.

Develops, designs, and generates informational and statistical ad‑hoc reports to support HR planning, requirements and decisions which are key to management decision‑making processes, programs and initiatives to include Strategic Human Capital Plan.

Requirements

Must be a U.S. Citizen or National.

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Registered for Selective Service (males born after 12‑31‑1959).

Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Some travel may be required IAW the Joint Travel Regulations.

This position requires a SECRET clearance.

Qualifications Time In Grade : For entry at the GS‑13 level, status applicants must have served 52 weeks as a GS‑12 or higher grade in the Federal Service.

Specialized Experience : For the GS‑13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS‑12 grade level in the Federal service, or comparable in difficulty and responsibility to GS‑12 if outside the Federal service.

Specialized experience is defined as supporting an agency's human resources program by leveraging Civilian Human Resources (CHR) data systems and analytics to improve process efficiency, and support data‑driven workforce decisions.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS‑12) in the Federal service, which demonstrates the ability to perform the duties of the position.

You may qualify for consideration if meeting time‑in‑grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education : There is no substitution of education for specialized experience at the GS‑13 grade level.

A one‑year probationary or trial period may be required.
