
EXECUTIVE DIRECTOR, HUMAN RESOURCES & ORGANIZATIONAL DEVELOPMENT

Job Purpose Statement/s:
The Executive Director, Human Resources & Organizational Development, shall serve as the Chief Human Resources Officer of the District. The job of Executive Director, Human Resources & Organizational Development includes but is not limited to providing leadership and accurate, legally compliant and timely information to the Board, District Superintendent, staff and public regarding hiring, evaluating and dismissal processes of employees, bargaining and negotiating, and implementation of Education Code, District policies and procedures related to employees. This position will also serve as the hub for both individual staff development and overall organizational development processes as well as the professional culture of the District and provide leadership and/or support in a variety of administrative functions. The Executive Director is directly responsible to the District Superintendent.
Essential Job Functions:
Recruits and recommends quality employees to the Superintendent and Board of Trustees for hire for the purpose of filling open positions.
Serves as a collaborative, interdependent member of the Superintendent’s Executive Team and provides support to the District Superintendent in administrative functions.
Provides leadership for positive, respectful relationships with all staff including both District unions – SWTA (Southwest Teachers Association) and CSEA (California School Employees Association).
Serves as the lead negotiator and represents the school district in bargaining and negotiations processes and agreements and effectively communicates with the district community regarding these processes. Supports all employees in understanding and implementing the agreements in all employee contracts, resolves employee concerns, administers the employee grievance process and works with all appropriate individuals to resolve differences.
Provides leadership and support for the design and implementation of effective staff supervision, coaching and evaluation practices that are adopted for the purpose of assisting each employee in continuous improvement and ongoing professional learning as well as providing an ongoing record of individual performance and decision‑making in continued employment.
Provides leadership, coaching, and support for school principals, assistant principals, directors and all district evaluators for effective supervision and coaching practices; annually reviews each employee’s evaluation for quality standards before placement in each employee’s personnel file.
Provides leadership for the overall design and implementation of a District‑wide professional development program to provide each employee with the essential knowledge needed on entering the system and to enhance and develop each employee’s skill level over the course of each employee’s career. Works collaboratively with each department to share responsibility for coordinated implementation of District‑wide professional development.
Provides leadership, training, and support for Districtwide implementation of the Board adopted core values and professional support for all employees who interact with parents, members of the public and other staff members in friendly, courteous and “customer‑friendly” strategies.
Provides support to the District Superintendent in all functions of Organizational Development and Strategic Planning.
Provides leadership, elegant systems and powerful solutions to a variety of complex issues (i.e. credentialing of employees, record‑keeping, position control, providing substitute teachers and temporary employees for absences and leaves, etc.) for the purpose of addressing general needs and responsibilities of the District.
Research various information sources (i.e. education code, policy, legal decisions, district “past practices”) for the purpose of analyzing potential implications, making recommendations and/or addressing a variety of other administrative needs.
Develop programs, policies and procedures for the purpose of fulfilling state education code requirements and Board policies and meeting requests of the District Superintendent.
Prepares and submits to the District Superintendent all recommendations related to the administrative activities of the District that require approval and/or Board of Trustee action for the purpose of fulfilling education codes, employee agreements, Board policies, and meeting requests of the Superintendent.

Education/Experience:
Graduation from an accredited college or university with a B.A. or B.S. degree in public administration, industrial psychology, labor relations, public personnel management, or other closely related field.
Five (5) years of progressively responsible professional experience in school district leadership, personnel management, employer‑employee relations.
Master’s Degree in one of the fields (or closely related field) listed above is desirable.
Significant physical abilities include reading/handling, talking/hearing conversations, near visual acuity/visual accommodation.
Licenses, Certification, Bonding and/or Testing Required:
Administrative Credential or equivalent, valid Driver’s License and evidence of insurability, Criminal Justice Fingerprint Clearance.
