Description of Work The primary purpose of this position is to oversee Adoption Services, NC’s adoption assistance and guardianship services including contract management and monitoring, adoption review and indexing, Special Children Adoption Incentive Fund (SCAIF), post adoption services for the Child Welfare Section. This position is responsible for exploring, installing, monitoring, and implementing the adoption programs and services using implementation science and to oversee dissemination of child welfare policy and practice guidance in accordance with state and federal law and rules. The Adoption Services Manager is a key leadership position within the Permanency Planning Section that provides vision and leadership for the section’s social services goals. The position reports directly to the Permanency Chief. The position serves on the child welfare executive management team and acts on behalf of Section Chief to fulfill the mission and vision of the Section in alignment with Department, Division, state and federal priorities. In the restructuring of the Permanency Section, this position is one of the three human services program managers for the section and will manage human service program consultants and administrative support staff (as well as several temporary employees in the delivery of these program outcomes).
Knowledge Skills And Abilities/Management Preferences Salary Range: $63,927 - $111,871
Recruitment Range: $63,927 - $84,624

Child welfare program management experience in adoptions or foster care.
Experience working in adoption services; including but not limited to policies, federal and state laws, and best practice methods to enhance and maintain an effective adoption program and Title IV-E.
Experience working with various computer software applications, including the ability to access, manipulate and analyze relevant data for program planning, implementation and written and oral reports.
Considerable knowledge of business processes and practices of government programs.
Experience with N.C. Human Services System in the area of Child Welfare.
Demonstrated ability in the administration of social services system at state and/or county levels.
