The consultant will work independently on-site, engage multiple stakeholders, and deliver audit-ready documentation for mission-critical public systems, preferably in government or regulated environments.### Responsibilities* Independently elicit, analyze, and document functional and non-functional requirements* Lead stakeholder interviews, workshops, and working sessions* Develop as-is and to-be workflows for complex operational processes* Identify system gaps, inefficiencies, risks, and data quality issues* Translate business needs into clear, testable, unambiguous requirements* Define requirements for map-centric or location-based applications* Work with geospatial data elements* Collaborate with GIS teams and developers* Analyze large datasets to validate business requirements* Write and interpret SQL queries to confirm logic and outcomes* Identify discrepancies between system behavior and business intent* Define reporting, dashboards, and KPIs for operational and leadership use* Author and own Business Requirements Documents (BRDs)* Author and own Functional & Non-Functional Requirements* Author and own User Stories & Use Cases* Author and own Process Flow Diagrams (Visio)* Author and own Requirements Traceability Matrix (RTM)* Author and own User Roles & Permission Matrices* Author and own Acceptance Criteria and Test Cases* Define acceptance test conditions* Support User Acceptance Testing (UAT)* Track issues and defects through resolution* Validate that delivered solutions meet approved requirements* Support rollout, training, and change management* Act as the primary liaison between business and technology teams* Facilitate meetings and resolve conflicting requirements* Communicate complex technical concepts to non-technical users* Draft clear, professional communications### Qualifications* 8+ years of experience as an IT Business Analyst on enterprise systems* Demonstrated experience with workflow-based applications* Demonstrated experience with requirements elicitation and documentation* Demonstrated experience with business process modeling* Strong understanding of databases and data structures* Strong understanding of application development lifecycles* Strong understanding of system integrations* Ability to work fully on-site and independently* Excellent written and verbal communication skills### Required SkillsBusiness AnalysisRequirements ElicitationRequirements DocumentationBusiness Process ModelingWorkflow SystemsGISSQLData AnalysisUATStakeholder ManagementCommunication$90 – $95 /hourCompensation #J-18808-Ljbffr
