Operations Director (Project Management)
Three Rivers Community Action serves thousands of families across SE Minnesota each year with anti‑poverty programs including Head Start, Transportation, Energy Assistance, Older Adults, Housing Advocacy, Housing Development, Homeownership, Weatherization and more. To support the agency's 150+ employees and $22 million annual budget, a strong backbone of operations is needed to provide the people, technology and other resources needed for effective, efficient program delivery.
The Operations Director oversees human resources, managing the full employee lifecycle including recruitment, onboarding, training, leave administration, personnel changes, and employee records; the information technology staff and systems; and the administrative support department, the agency's first point of contact on the phone or in person at agency offices in each county. The Operations Director will also supervise the new thrift store operation launching in 2026 and other special projects as assigned.
A successful Operations Director is passionate about operating plans, policies, procedures, and compliance. This new position has been created to provide continuity across agency departments and will frequently assist staff and supervisors on operational practices and policy interpretation. The Operations Director joins the Management Team which supports the Executive Director, supervises staff, contributes to strategic planning, and oversees agency-wide initiatives. The Operations Director also represents the agency in the community, promoting a positive image and maintaining strong external partnerships. This full‑time position will be based in Rochester. Salary range is $95,000–$110,000, depending on experience, with generous paid time off and a comprehensive benefits package.
What You'll Do
Lead HR operations across the full employee lifecycle, supporting supervisors and staff with best practices, training, compliance, and culture‑building
Oversee IT, administrative support, facilities coordination, and customer service strategy
Develop and maintain agency‑wide policies, safety programs, and compliance efforts
Play a key leadership role in launching and overseeing a new thrift store operation
Represent the agency internally and externally, strengthening partnerships and community trust
What We're Looking For
Bachelor's degree in business, human resources, nonprofit administration, or a related field
At least 5 years of progressive leadership experience in operations, HR, or nonprofit management
Strong working knowledge of HR laws, systems, and best practices
Proven ability to lead teams, manage complex projects, and collaborate across departments
Ability to work effectively with individuals from a wide range of backgrounds and experiences

Required Qualifications
Bachelor's degree in business administration, human resources, nonprofit administration, human services, or a related field
Minimum of five years of progressive experience in nonprofit leadership, business operations, management, or human resources
Demonstrated knowledge and proficiency in HR functions and law
Ability to pass a required background study, as defined by the position
Current, valid driver's license in good standing, as defined by the agency's insurance provider
Current, valid personal automobile insurance
Strong leadership and managerial skills with the ability to motivate, lead, and develop a team
Excellent organizational and analytical skills, with the ability to prioritize tasks, manage multiple projects, and meet deadlines in a fast‑paced environment
Self‑motivated and confident, with the ability to work independently and collaboratively within a team
Exceptional written and verbal communication skills with a commitment to high‑quality customer service
Ability to engage effectively with individuals from diverse cultural and economic backgrounds
Proficiency in Microsoft Office programs, including Word, Excel, PowerPoint, Outlook, and Teams
Functional Requirements
Primarily office‑based position, with utilization of computer and other basic office equipment
Occasional lifting of up to 20 lbs
Occasional bending/squatting/reaching
Daily to weekly travel using personal means to meet with staff and/or travel to alternate workspaces in a four‑county service area
