About the Agency
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non‑profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

Role Overview EOHLC is seeking a Director of the Local Initiative Program (LIP) / M6 in the Division of Housing Development. The Director will oversee all program aspects, provide technical assistance to over 100 communities, manage 80‑100 LIP applications annually, and represent the division on public and private initiatives.
Duties and Responsibilities
Review or oversee all LIP applications for financial feasibility, statutory compliance, and consistency; review HDIP applications.
Oversee work related to LIP sales and refinances.
Coordinate and structure regular LIP trainings for town officials, attorneys, developers, and consultants.
Serve as liaison to quasi‑publics and the Citizens’ Housing and Planning Association (CHAPA).
Informally collaborate with legal and program staff on LIP program and policy decisions.
Prepare LIP project recommendations for supervisory staff and the Undersecretary.
Provide support and supervision for two staff members.
Work with staff involved in resales/refinancings of existing LIP units and multifamily LIP rentals.
Participate in working groups with other public agencies and outside groups.
Represent HLC at outside events and symposiums related to Chapter 40B.
Preferred Qualifications
At least five years’ experience in housing or community development.
Experience with fundamental real estate financing.
Ability to analyze development and operating pro formas.
Experience with affordable homeownership.
Supervisory experience.
Proficiency using Microsoft Word, Excel, and PowerPoint.
Minimum Entrance Requirements Applicants must have at least five (5) years of full‑time or equivalent part‑time professional, administrative, supervisory, or managerial experience in business administration, public administration, or related fields, with at least one (1) year in a project management or supervisory capacity.
Substitutions:
a certificate may replace one year of experience; a Bachelor’s degree may replace two years; a Graduate degree may replace three years; a Doctorate may replace four years.
