TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Responsibilities Under the general supervision of the Hawaiian Educational Director of the Office of Hawaiian Education, the Educational Specialist II:
Provides support in the planning, design, and development of the State of Hawaii Department of Education Kaiapuni Program, K-12; helps to carry out special projects to facilitate the development of new instructional programs and courses; helps to evaluate the merit and feasibility of alternative instructional approaches, methods, and organization; provides input for improvement in the current program and services offered to schools, monitors and comments on program needs to develop goals, objectives, and long‑range plans for the Kaiapuni Program.
Prepares program plans, budgets, expenditure plans, contracts, memoranda of agreement, program related reports, memoranda, testimonies and other information as necessary for the superintendent, governor, legislature, and Board of Education. Serves as an active member of DOE cross‑functional teams related to improving instruction at the school level, such as a AYP Response Team that conducts comprehensive needs assessment of a school, a monitoring team that documents the impact of federal programs on instructional improvement at a implementation plan for new legislatively funded programs.
Keeps abreast of and disseminates information regarding Kaiapuni, especially in significant research results and promising educational activities in second language acquisition and immersion education. Develops curriculum frameworks, guides, resource materials, material and equipment lists, and other documents incorporating Hawaiian culture history, and language where appropriate.
Evaluates and monitors the program and assess and identifies program needs to develop goals, objectives, and long‑range plans for the Kaiapuni Program to ensure system‑wide program implementation and conformance to minimum program standards, established instructional policies, and legal and administrative directions.
Helps with consultative services and trainings to complex areas, schools, and other state office personnel; to community groups, and to others requesting such services as pertaining to the Kaiapuni Program.
Attends with or on behalf of the Kaiapuni ES II as a liaison between the Department of Education, the University of Hawaii and other State government agencies, community groups, professional organizations, professional community service providers, mainland agencies and organizations in the area of Kaiapuni education.
Performs other related duties as assigned.
Education Graduation from an accredited college or university with a master’s degree in education with specialization in education or a subject field appropriate to the area(s) of assignment.
Pilot Education Substitution: Bachelor’s degree from an accredited college or university or valid certificate/license in education plus two (2) additional years of relevant experience in a subject field appropriate to the area of assignment.
Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Pilot Experience Substitution: Nine (9) years of responsible professional work in P‑20 education including non‑profit/non‑governmental experience and public administration with a focus on project and change management.
Desired Experience: Teaching Hawaiian education content and curriculum in any K‑12 classroom.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Foundations of education including instruction for a Hawaiian language medium context; Hawaiian education, culture, history, and language; Hawaiian culture protocol; federal native Hawaiian education and health programs.
Ability to Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Ability: High level of Hawaiian language proficiency and fluency (successful completion of fourth year Hawaiian language coursework at the university level).
Salary Range EOSR-7, $113,660 to $160,893. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
Work Year and Benefits This appointment will be on a 12‑month basis with vacation and sick leave provided according to applicable regulations.
