Position Summary Treasury Services (Treasury or the Group) is comprised of three main functional areas: Treasury Planning & Operations, Insurance & Risk Management, and Student & Parent Loan Programs. Treasury manages the University’s banking, financial, and merchant services, which includes commercial/investment banking/financial vendor products, relationships, and accounts. Treasury manages the University’s operating assets known as the Treasurer’s Investment Pool (TIP), as well as the strategy, operation, and performance of the University’s external long-term debt portfolio and the Internal Bank. The management of TIP includes assessing liquidity levels and working capital through forecasting, recommending appropriate asset allocations, and evaluation of investment options. The Group monitors and projects the University’s cash flow, as well as manages all operating lines of credit and a taxable commercial paper program. Debt management includes market analysis, modeling, issuance, compliance, credit strategy, and management of the Internal Bank. Treasury maintains a collaborative and productive relationship with the WashU Investment Management Company (WashU IMC) and ensures that the University’s strategic and tactical liquidity and funding needs are met. Treasury collaborates with finance and campus stakeholders on capital planning and provides oversight of the financial aspects and reporting of the University’s consolidated capital plan. Treasury provides regular updates throughout the year to the WashU IMC Board and other standing committees of the Board of Trustees.
The Assistant Director, Treasury Planning (Assistant Director), reports directly to the Director, Treasury Planning & Operations (the Director), and is responsible for producing and managing analytics and reporting to support financial decision-making and strategy for Treasury matters. The Assistant Director serves as an integral member of the Director’s team and works with colleagues throughout Treasury Services, as well as various finance and accounting colleagues and campus stakeholders to provide the Treasurer, the CFO, and members of executive leadership with timely and accurate analytics and reporting. The Assistant Director will develop and maintain an in-depth understanding of WashU’s Internal Bank, the Treasurer’s Investment Pool (TIP) and their components, credit and balance sheet strategies, and capital and resource planning. The position supervises one Financial Analyst.
Primary Duties & Responsibilities: Modeling, Analytics, and Reporting
Create and maintain complex proprietary Treasury financial models and reports.
Develop, maintain, and enhance models for short-term and long-term cash flow forecasts to support liquidity and Treasury planning. In collaboration with the Associate Director of Treasury Operations, investigate variances to facilitate strategic decision making. Recommend practice improvements that will lead to greater efficiency of funds utilization.
Collaborate with internal stakeholders to source, analyze, and improve complex data sets, including creating new Workday reports and enhancing existing ones.
Perform analysis to determine the liquidity needs for University operations and the excess liquidity that can potentially be invested in longer-term investments.
Supervise one Financial Analyst, including providing technical and knowledge training and guidance, managing projects and timelines, and reviewing models, reports, and other work products in alignment with priorities from the Director and the Treasurer.
Prepare materials and analyses for use by senior management and for presentation to various standing committees of the Board of Trustees. Translate data and analysis into clearly articulated actionable insight.
Prepare materials and analyses that will be used by financial management to communicate with senior leadership, debt rating agencies and financial institutions.
Develop an in-depth understanding of the University’s internal bank and its overall portfolio and portfolio characteristics.
Manage and improve the University’s credit model, debt repayment model, and other proprietary financial models for historical analysis, forecasting, scenario/sensitivity analysis, and data management. Prepare analyses of the University’s current external and internal debt capacity and create projections of future debt capacity and credit rating based on rating score methodologies utilized by rating agencies.
Perform other responsibilities and duties, as requested.
Capital Planning & Analytics, Central Resources
Develop and maintain comprehensive consolidated capital plan model and tools to steward the University’s long range capital plan.
Assist with establishing and managing capital plan process, governance, and coordination of capital-related information with Facilities, School of Medicine, Real Estate, Information Technology, and other stakeholders.
Conduct complex strategic analysis of the capital budget, within the context of overall institutional objectives and financial constraints.
Analyze impacts of funding and financing of different capital initiatives and provide recommendations to leadership.
Create and support comprehensive Treasury reporting, including preparation of materials for Board and management presentations.
Manage the data stack and analysis for capital expenditures based on the University’s projected capital plan and capital project initiatives.
Create and maintain executive level dashboards, KPIs, and reporting for the Chancellor, including data and metrics on various reserves/resources.
Prepare ad hoc reports for the Board and management as requested.
Perform other responsibilities and duties, as requested.
Additional Responsibilities And Other Projects
Prepare other analyses and presentation materials as needed for the Treasurer, Chief Financial Officer and other senior leaders.
Interface with Accounting, Real Estate, Office of General Counsel, Schools and Departments, and any other relevant internal and external contacts on real estate transactions. Review strategic real estate portfolio listing and initiatives.
Meet with the Director generally weekly to report on and discuss issues, review analyses and reports. Also meet with the Director or the Treasurer periodically to discuss issues, review analyses and reports.
Provide technical training to Treasury staff.
Identify and implement process and modeling improvements through automation, reporting enhancements, and system optimization to enhance efficiency, accuracy, usability/readability, and risk controls.
Work with other Treasury staff to develop, maintain, and improve various proprietary financial models.
Provide back up for other Treasury functions, as needed.
Provide analytical support as assigned by the Director or the Treasurer to initiatives that support the institution’s goals, such as educational loan programs and insurance and risk management programs, developing and managing complex financial models and collaborating cross-functionally.
Lead or engage in special projects which may include initiatives that support the department or the broader University, as assigned by the Director and/or the Treasurer.
As opportunities arise, coordinate with IT and Workday teams to obtain, analyze, and enhance data, reports and other tools.
Perform other duties as assigned.
