Under the general supervision of the Operations Manager in the Public Health Applications Division of HHS IT, The Interoperability Analyst serves as a Systems Analyst, performing complex analysis and development in support of incoming and outgoing public health messages. Work involves planning and analysis of user requirements, procedures, and problems involving public health messages that are sent to the agency in HL7, CSV, or FHIR formats. Assists fellow team members, customers, and vendors with questions revolving around Electronic Lab Reports and other communications between jurisdictions, CDC, or agency programs. May plan and assign the work of other technical staff. Will train, and mentor staff as needed. Will collaborate with local health departments, agency customers, and project teams as needed. Responsible for providing technical knowledge around solutioning and best practices with interoperability and electronic lab report processing. Work involves analyzing all aspects of interoperability, coordinating with business customers and other IT areas (CTO, CDA, etc.), monitoring technical tasks to meet user requirements and developing technology solutions to deliver the best product for customers. Works with the Technical team lead to test, deploy, troubleshoot, and monitor all applications within the ecosystem. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Work outside of regular hours may be required. Travel to other work locations may be required. Serve on interview boards to make selection recommendations of technical personnel.
Essential Job Functions (EJFs)
Participates in the analysis, development, testing, and troubleshooting of Rhapsody routes for incoming ELRs that are used both internally and routed to other jurisdictions. Develops and implements best practices for interoperability (35%) Assists in Coordinating daily team activities including; testing, and debugging of programs that are in development or requiring support for issue resolution/performance or enhancement. Implements standards and procedures with coordinating the activities of programming staff. Coordinates staff, tasks and schedules to develop, modify, customer software applications. (30%) Provides technical direction and guidance to technical staff in matters related to interoperability activities. Supports the development of business processes through analysis and design for interfaces with various external agencies and service providers. Implements specialized programs to support applications and defines the test processes to validate performance as well as stability. (20%) Coordinates with staff to develop and implement project plans that include; schedules, staff assignments, analysis tasks and programming activities that include requirements gathering, gap analysis, design and delivery. Will assist and coordinate with development staff to ensure adherence to standards and procedures for the implementation of business policies, procedures and standards. (10%) Other duties as assigned. (Note: this includes but is not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.) (5%)

Knowledge of the limitations and capabilities of software applications and the techniques used in the design of automated systems. Knowledge of Agile methodology and approaches Knowledge of Project Management and Software Development Life Cycle methodologies and best practices. Knowledge of SNOMED and LOINC Knowledge of FHIR Skill with HL7 Knowledge of Project control and cost estimating techniques. Knowledge of Amazon Web Services Skill in data analysis, interpretation, and communication of findings. Knowledge of Java scripting Skill with a messaging integration engine (Rhapsody preferred). Skill in T-SQL, MS Office Suite and Visio Skill in effective team facilitation Skill in effective listening Skill in effective verbal and written communication Skill in effective presentations Ability to coordinate and solve complex problems, work in team environment, and handle multiple projects. Ability to analyze, design, document, code, test, implement, and monitor automated processes and applications Ability to plan, assign, and monitor the work of others; and plan and direct a disease electronic surveillance project. Initial Screening Criteria
Applicants must have either Two (2) years of experience as a Rhapsody Developer or Four (4) years of work experience in another integration engine like MuleSoft. Two (2) years of experience as a Systems Analyst is required. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment preferred. Related work experience may substitute for the education on a year-for-year basis with a maximum substitution of four (4) years.
