About The Position

The Associate Director, Technology Services serves as the senior person responsible for providing operational oversight of CASO and IT services for the University electronic security systems and for assisting in providing technical oversight for ABS. The Associate Director collaborates with all departments within the university including, members and guests of George Mason to ensure the security and safety of the Mason community. This position will develop, implement, and manage the institution’s physical security systems.

This position is responsible for supervision of the Card Access Security Office (CASO) team and assist the Director with leading the Technology Services team in ABS. This position is responsible for the total operation and security of the electronic card access system, the University’s camera systems, as well as any other connected systems.

The Associate Director ensures that projects meet the department and divisional business needs, and current and future technologies are leveraged to its fullest. This position oversees all operations for systems and interfaces with central IT for approvals. This position ensures support is provided for systems, desktops, peripherals, and other needed equipment. Further, this position will ensure the confidentiality and security of all University information in compliance with George Mason University’s computing policies. The Associate Director, Technology Services supervises a team of technology specialists and CASO operations.

Responsibilities

Project/Process Management

Plan and manage projects; documentation, project plans, schedules, resource requirements, costs and budgets, standards and procedures, quality and assurance
Delegate project leads, manage and lead work teams as required
Develop and manage operations, processes, and staffing for the assigned systems
Provide oversight and management of systems within Mason Card and Card Access Security Office (CASO) to ensure systems are compliant with University and industry standards
Monitor and manage budgets for CASO operations and Technology Services
Manage and coordinate with the University’s security program to avoid and/or control losses and apply the processes necessary to provide a secure environment
Develop strategies for threat/vulnerability analyses to determine the probable frequency and severity of natural and man-made disasters and criminal activity on the organization’s ability to deliver services
Develop standard operating procedures for IT operations for the division
Develop ways to enhance integrations with other University systems and streamline processes
Develop, manage or conduct surveys and analyses of processes and systems to evaluate current divisional systems, procedural security, information systems security, employee awareness, and recovery capabilities

Application/System Administration

Oversee and manage the design, development, and maintenance of all components of assigned systems in ABS departmental enterprise systems, including overall system functionality, forms, reporting, interfaces/integrations, and other modules
Responsible for operations and performance of assigned applications and systems
Ensure compliance with industry standards of assigned applications and systems
Ensure development of technical design and documentation of application dependent data conversions, interfaces, custom reporting, and custom applications in adherence to SDLC best practices
Provide support and guidance to internal customers during application development and post deployment
Manage and mentor full-time employees and student staff in developing skills necessary to develop and maintain applications and systems
Participate and help manage an on-call rotation for after hours, critical, system-wide outages and emergencies
Provide support for departmental events, both on site and at remote locations

Documentation and Policy

Lead IT team in development and practice of documentation standards for documenting applications, systems, and procedures
Ensure documentation compliance for all processes and procedures for operational processes as well as technical ones
Ensure access and permissions are correct for systems and that all systems are within compliance of local, state, industry, and University guidelines
Develop standard operating procedures around the security and management of systems, including a robust policy for patching systems
Ensure that risk analysis, business impact, and continuity documentation is created and maintained for all ABS applications and systems
Ensure timely and accurate response to auditing requests
Ensure that all staff is trained on GMU computing policies

Infrastructure/Systems Oversight

Continual monitoring of critical infrastructure systems to ensure proper operation of supported systems
Monitoring of all systems to ensure proper operation
Collect daily information on any system issues or anomalies and properly respond to them and notify where appropriate
Continuous optimization of systems to ensure peak performance
Ensure all underlying platforms and methods can meet the daily needs of our applications and mission
Maintain records on all systems and generate reports as needed
Ensure compliance of all systems for any audits

Risk Assessment

Select, design, implement, and manage card access security measures to reduce risk
Conduct physical security walk-throughs to ensure proper security and integrity of space
Assess the effectiveness of the security measures by testing and monitoring
Provide supervision and guidance regarding new technologies and ensure proper deployment
Conduct system reviews to ensure security and stability

Qualifications

Bachelor’s degree in related field or equivalent combination of education and experience
Demonstrated experience managing IT projects (planning, resources, budgets, scope)
Demonstrated experience in SQL Server database, including application development
Demonstrated experience in Windows desktop and server environments
Experience as an IT manager with a focus on customer service
Knowledge of IT management best practices
Knowledge of electronic and mechanical access control systems
Knowledge of physical security best practices
Knowledge of integration techniques and processes
Excellent analytical and strategic thinking skills
Strong written and verbal communication skills
Experience with application administration duties (controls, auditing, integrations, upgrades)
Ability to manage multiple projects in a changing environment
Ability to supervise and manage staff effectively

Preferred Qualifications

Master’s degree in related field
Experience supervising staff
Experience with an electronic card access system is highly desired

Opened in 2010, the Hylton Performing Arts Center is an architecturally and programmatically distinctive venue in Manassas, Virginia, on George Mason University?s Science & Technology Campus. Built in partnership with Prince William County and the City of Manassas, owned and operated by the University, the Hylton Center encompasses 99,000 square feet of space. This includes two theaters, lobbies, Education and Rehearsal Wing, and gallery space, supporting a diverse program of international touring artists, local and regional Arts Partners and Affiliates, educational programs, visual art exhibitions, the Veterans and the Arts Initiative, and community events. The Center offers several performance series, including Hylton Presents, Hylton Family Series, American Roots, and Matinee Idylls, with an annual operating budget of approximately $6 million.

As a university facility, the Hylton Center has strong ties to its sister venue, the Center for the Arts on the Fairfax campus, also operated by Mason?s College of Visual and Performing Arts (CVPA). George Mason University policies and procedures govern Hylton?s operations. An Executive Board, comprising representatives from the tripartite partners, offers high-level policy guidance and oversight, and liaises with the community. About the Position

The Executive Director provides overall leadership and management of the Hylton Performing Arts Center's daily operations, ensuring its viability and adherence to its vision, mission, values, and strategic plan. The Executive Director has primary responsibility for the organization's administration, marketing, financial management, community relations, program development and execution, human resources management, and, in collaboration with the Executive Board, fundraising and strategic direction. The role requires a blend of artistic sensitivity and business acumen to ensure the organization's creative vision and financial stability are both successful.

Responsibilities

Programming and Artistic Direction

Collaborate with the Director of Programming, to curate, plan, and implement a diverse range of artistic programs, events, and performances that align with the center's mission;
Collaborate with artists, performers, and partner organizations to develop culturally inclusive programming;
Evaluate the success of each program and stay informed of artistic industry trends;
Oversee all aspects of daily operations, including scheduling, booking requests, and managing facility calendars;
Ensure the safety, security, and maintenance of the building and its technical equipment; and
Oversee ticketing operations and front-of-house activities.

Advocacy and Community Relations

Establish effective working relationships with community partners, organizations, and nonprofit groups in Prince William County;
Provide a high degree of community and regional visibility by serving as the chief spokesperson for the Center;
Maintain a strong relationship with the University, including the Center for the Arts on the Fairfax campus;
Establish and strengthen relationships with other entities and/or partners, regionally and nationally; and

Financial Management

Develop the organization?s annual budget in collaboration with CVPA Dean and Chief Business Officer, Hylton staff, and Executive Board;
Manage the organization in a fiscally responsible manner within the Board-approved budget and in accordance with generally accepted accounting principles and ensure that financial reporting is accurate, timely, and clearly presented;
Approve all contracts and program expenditures consistent with policy guidelines; and
Ensure that short- and long-term working capital and financial management needs are adequately addressed.

Fundraising

Work with the Development team to achieve annual and long-range financial goals. Take a strong leadership role in identifying, cultivating, and soliciting gifts from individuals, corporations, foundations, the public sector, and other sources;
Work toward long-term financial stability through innovative fundraising efforts;
Propose realistic, growth-supporting fundraising strategies and goals;
Develop positive relationships with funders, with a special focus on cultivating major donors; and
Serve as the authorizing official with funders. Review and sign all grant solicitations and award agreements.

Personnel and Administration

Maintain a professional and collegial work environment that attracts, keeps, and motivates staff throughout the organization by promoting collaboration and encouraging initiative, innovation, and creativity;
Develop and execute appropriate personnel policies that are based on best practices in the nonprofit arts community and higher education;
Oversee day-to-day administration (contracting, insurance, operating policies, and procedures); and work with staff to ensure effective operations and the timely accomplishment of goals, tasks, and projects;
Maintain office policies and procedures and official records and documents;
Manage four direct reports;
Oversee the recruitment, employment, and release of all personnel, both paid staff and volunteers, as authorized in the annual operating budget. Ensure that job descriptions are accurate, that regular performance evaluations are conducted, and that sound human resources practices are in place; and
Execute legal documents, ensure compliance with donor restrictions and reserve designations, and adhere to federal, state, and local regulations.

Required Qualifications

A Bachelor?s degree in Arts Management or a related field or the equivalent combination of education and experience;
Significant experience in the professional and academic arts worlds;
Significantly experience in a senior management role within an arts organization;
Knowledge of professional and academic performing arts operations;
Knowledge of budget and finance structures and procedures in non-profit arts and higher education;
Ability to lead teams and collaborate with internal and external constituents; and
Excellent oral and written communication skills.

Preferred Qualifications

Graduate degree in Arts Management or related field preferred;
Arts Administration: Strong background in programming, production, or operations for performing arts venues;
Financial Oversight: Experience in budgeting, financial planning, and revenue generation (ticket sales, fundraising, sponsorships);
Fundraising and Development: Experience cultivating donors and/or building community/corporate partnerships;
Board Relations: Experience working with a board or similar governing body;
Community Engagement: Track record of collaboration with artists, community leaders, and educational or civic partners;
Effective public speaking skills in large and small settings;
Ability to combine strategic thinking with tactical operational decision-making; and

Required Qualifications:

Bachelor's degree in a related field, or the equivalent combination of education and experience;

Demonstrated experience managing project budgets, schedules, and multidisciplinary teams;
\n
Experience with contract negotiation, procurement processes, and regulatory compliance;
\n
Extensive experience in preparing and submitting funding requests, including capital budget proposals, grant applications, and justifications for supplemental funding;
\n
Experience aligning strategic initiatives with operational requirements;
\n
Successful experience in managing and resolving conflict, building consensus, and making sound judgments in a complex environment;

Demonstrated knowledge of project management principles, including planning, execution, and risk mitigation;

Preferred Qualifications:

Master's degree in a related field;

Facilities Management Professional (FMP) or Certified Educational Facilities Professional (CEFP), and Project Management Professional (PMP) LEED, IFMA-SFP, etc. certification preferred;

Significant, demonstrated senior-level experience in managing a large facility or construction operation, preferably in a university or non-profit environment;
\n
Familiarity with Virginia state procurement and capital project processes (or similar public-sector frameworks);
\n
Significant experience in higher education facilities and construction;
\n
Significant, demonstrated experience in developing, implementing, and managing capital project management activities, preferably in a university or non-profit environment;

Demonstrated experience overseeing the project management operations of a complex organization with various funding sources;
\n
Experience aligning strategic initiatives with financial plans and forecasts;
\n
Experience generating and interpreting reports in administrative database reporting systems such as eBuilder and MicroStrategy;

Experience in digital strategy, implementation, and process improvement;

Advanced skills in business process improvement, with a focus on workflow optimization and operational efficiency; and
