
Public Markets Strategic Initiatives Manager

The starting salary for this position will be set competitively and commensurate with the candidate’s qualifications and experience. This position is eligible for incentive compensation and has a maximum incentive opportunity of 125% of base salary.
The CalSTRS Investments Branch is seeking an experienced individual to work as a Portfolio Manager (PM) on the Public Markets team.
Under the general direction of the Senior Investment Director (SID) of Public Markets, the Portfolio Manager oversees and drives strategy in the public markets with analytical support and coordination to the public market teams and Senior Management Team initiatives. Responsibilities include public market partner and counterparty agreement management, internal strategy coordination, and Senior Management Team initiative lead to ensure consistent implementation, control, collaboration and communications across public market business areas, the broader Investment branch and external partners.
The ideal candidate will possess the following skills:
Ability to manage the development of Public Markets’ new strategies or initiatives such as cross-asset class portfolio management and team development.
Experience with preparing analysis and documents for investment strategy recommendations and presentations.
Ability to serve as the business lead and subject matter expert for public markets in counterparty trade agreements.
Ability to partner and collaborate across divisional teams to coordinate negotiations, management and reporting to ensure efficient execution.
Broad knowledge of risk management best practices.
Experience with annual asset allocation, cash flow balance and pacing, leverage and liquidity of the total fund, counterparty risk, and other balance sheet management functions.
Ability to provide research and leadership relating to investment performance measurement and reporting.
Experience with developing, evaluating and communicating investment strategies and initiatives to senior investment staff and Senior Management Team.
Ability to provide project management and research support for investments strategic initiatives at an enterprise level.
Ability to serve as the Public Markets liaison during cross-branch meetings, communicate insights and move investment initiatives forward.
An incumbent who possesses a professional certification in one of the following designations: Chartered Financial Analyst (CFA), Certified Commercial Investment Member (CCIM), Financial Risk Manager (FRM), Certified Investment Management Analyst (CIMA) or Chartered Alternative Investment Analysts (CAIA) may receive a 5% monthly base pay differential. Only one 5% base pay differential is eligible regardless of the number of certifications.
