Overview The County Extension Director is an employee of North Carolina State University. The primary responsibility of this position is to provide leadership for and coordinate the efforts of the county Extension staff in developing an effective total county Extension educational program.

Primary Function Of Organizational Unit – Burke County Cooperative Extension North Carolina Cooperative Extension gives residents easy access to the resources and expertise of NC State University and NC A&T State University. Through educational programs, publications, and events, Cooperative Extension field faculty deliver unbiased, research-based information to North Carolina citizens. The Burke County Extension office serves a diverse community with a range of industries and needs.

Duties And Responsibilities The County Extension Director (CED) serves as the county Extension administrative leader and is responsible for administration. This is a county department head-level position, requiring accountability and close communication with the District Extension Director and County Manager. The CED provides visionary leadership for a comprehensive Extension program to meet the needs of county citizens and maintain the affirmative action plan of North Carolina Cooperative Extension. The CED maintains an effective advisory leadership system representative of the program of work and provides leadership in managing and coordinating resource development for all program areas, including fiscal responsibility for county and state-appropriated funds. Responsibilities include marketing Extension programs and their impacts.

Organize and allocate resources; prepare budgets; maintain administrative relationships; interpret and communicate policy; teach, evaluate, and report in the assigned county.

Work with a wide range of people, staff, customers, elected officials, and volunteers; maintain collaborative relationships with county government agencies and organizations, county departments, local officials, area agencies, and University/Extension personnel in nearby counties.

Coordinate staff development and training; conduct performance evaluations; align staff work responsibilities.

Travel within the district and occasionally outside the district.

Qualifications Minimum Experience/Education

The major responsibility is to provide leadership for and coordinate the county Extension staff in developing an effective total county Extension education program. The minimum requirements are a Master’s degree from an accredited institution in a field related to Extension/educational programming and/or administration. Administrative and supervisory experience with human resource development, fiscal resource management, and external relations is strongly preferred. In addition, candidates must have a minimum of three years of service with Cooperative Extension or similar work experience in a university or community outreach organization. Internal candidates must hold or be eligible for an Associate Extension Agent or higher; external candidates must be eligible for Associate Extension Agent.

Candidates must possess educational leadership, strong work ethic, a sense of responsibility, objectivity, and excellent oral and written communication skills; ability to work with staff, volunteers, community leaders, and county officials.

Department Required Skills Potential candidates should have skills, abilities, or experience in the following areas:

Demonstrated leadership in Extension programming and management

Supervisory experience

Skills in human relations, negotiations, public relations, team building, managing public policy issues

Securing and managing outside funding and resources to develop innovative educational programming

Preferred Years Experience, Skills, Training, Education Preference will be given to candidates with experience in leadership and management and expertise in delivering educational programs in Agriculture, 4-H Youth Development, or Family and Consumer Sciences.
