Job Summary
This position is part of the Associate Administrator for Management and Budget, Department of Energy. The Deputy Director of the Employee Management Relations Division, located in Human Resources, is the NNSA's pre‑eminent authority on performance management, personnel security & suitability, employee benefits, employee relations, and work‑life programs.
Major Duties
As a Deputy Division Director / Supervisory Human Resources Specialist, manage the work of the office through subordinate supervisors. Responsible for geographically dispersed staff, rapidly evolving HR policies, and the high‑technology, national‑security nature of NNSA work.
Serve as a Supervisory HR Specialist managing all operational aspects of the NNSA human resources program, specifically: employee relations; performance management; reasonable accommodation; anti‑harassment; security and suitability; employee benefits; retirement; and work‑life balance programs.
Oversee employee relations programs addressing workplace issues, performance management, conflict resolution, and disciplinary actions.
Manage work‑life programs such as teleworking, schedule flexibilities, health & wellness programs, and commuter subsidies.
Administer employee benefit programs, including retirement, health insurance, leave policies, and wellness initiatives.
Education There is no substitution of education for experience at the NQ‑04 / GS‑15 level.
Requirements
Must pass a pre‑employment drug test.
Favorable suitability determination required.
Financial disclosure required.
Must be able to obtain / maintain a Q level Security Clearance.
Must be a United States citizen.
Must be able to provide two forms of identification (HSPD‑12).
Compliance with Selective Service registration (males only).
May be required to successfully complete a one‑year probationary or two‑year trial period.
