Director of Facilities and Operations

Reporting to the Superintendent of Schools, the Director of Facilities and Operations serves on the Superintendent's Executive Leadership Team and provides district-wide strategic leadership and executive oversight of all non-instructional operational systems and infrastructure. The Director establishes vision, priorities, and performance expectations for facilities and operations, leading the Assistant Director and assigned operational manager to ensure effective daily execution through clearly defined supervisory structures.

The Director is responsible for regulatory compliance, fiscal stewardship, operational effectiveness, and long-range planning across maintenance, custodial services, grounds, transportation, food service, operational technology infrastructure, safety, and security. The role oversees approximately 500,000 square feet of facilities and 83 acres of grounds, supervising a two-person administrative team, an administrative assistant, unionized custodial and maintenance staff, and instructional technology support personnel, and serving as the primary liaison to contracted service providers.

The position leads strategic and capital planning, departmental budget development within approved appropriations, operational risk management, and district-wide emergency preparedness in alignment with Board policy and Superintendent directives.

Qualifications

Bachelor's degree in facilities management, engineering, business administration, public administration, operations management, information technology, or a related field required. Advanced degree or relevant professional licensure preferred.

Minimum of five (5) years of progressively responsible leadership experience in facilities, operations, infrastructure management, municipal services, or a comparably complex organization.

Demonstrated experience leading organizational improvement, system modernization, or operational restructuring initiatives preferred.

Demonstrated experience supervising staff in structured or unionized environments preferred.

Experience in public-sector, municipal, higher education, healthcare, military, or similarly regulated environments desirable.

Demonstrated experience managing capital projects, complex budgets, vendor contracts, and regulatory compliance.

Connecticut Business Manager Certificate or eligibility desirable.

An equivalent combination of education, professional experience, technical expertise, and demonstrated leadership success may be considered.

Essential Duties and Responsibilities

Advises the Superintendent on all facilities, operational and infrastructure matters.

Works in partnership with building principals to ensure operational systems support instructional programming and school-level effectiveness.

Establishes district-wide operational vision, goals, and performance standards aligned with Board policy, and provides regular performance reports to the Superintendent on key operational indicators.

Analyzes operational metrics to ensure efficiency, effectiveness, and fiscal responsibility.

Develops and monitors operational and facilities budget recommendations within Board-approved appropriations; collaborates with the Director of Finance on procurement, contracts, and bid processes; oversees operational risk assessment and insurance coordination in partnership with municipal officials.

Liaison to the Board of Education Facilities Committee and Superintendent's designee to the Town Permanent Municipal Building Committee.

Oversees capital planning, facilities assessments, and long-term infrastructure improvements; reviews inspection reports and directs corrective actions; coordinates construction, renovation, and special projects.

Oversees maintenance, custodial, and grounds operations, including preventive and emergency maintenance programs; ensures readiness for school openings, closings, major events, and inclement weather.

Provides executive oversight of supervisory personnel and assigned administrators; oversees staff selection, evaluation, professional development, and succession planning; collaborates with the Director of Human Resources on labor relations and contract administration in accordance with collective bargaining agreements and district policy.

Provides executive oversight of transportation and food service operations; monitors routing efficiency, safety compliance, vendor performance, and adherence to federal, state, and local nutrition and safety regulations.

Provides strategic oversight of operational technology infrastructure and systems; recommends long-term technology capital investments for Superintendent approval; oversees technology procurement and vendor relationships; and ensures data security, network integrity, regulatory compliance, and operational integrity of student information and communication systems.

Ensures district-wide emergency preparedness, safety compliance, drills, and interagency coordination in alignment with Board policy and applicable law, working collaboratively with building principals to support effective site-based implementation.

Additional Duties

Performs other duties and special projects as assigned by the Superintendent of Schools.

Knowledge, Skills, and Abilities

Comprehensive knowledge of facilities management, transportation, food service, operational technology infrastructure, safety systems, and long-term asset management within a public-school or municipal environment.

Knowledge of municipal governance, public procurement, collective bargaining environments, and laws and regulations governing Boards of Education.

Demonstrated ability to lead supervisory personnel and unionized staff, manage complex operational budgets in collaboration with finance leadership, and drive performance improvement through data and measurable standards.

Capacity to plan and oversee capital projects, infrastructure improvements, and operational risk management initiatives.

Strong collaboration and communication skills, with the ability to work effectively with building principals, executive leadership, municipal officials, vendors, and the Board of Education.

Sound executive judgment, professional discretion, and the ability to manage competing priorities in a fast-paced public-sector environment.

Proficiency with computer applications including Google Workspace for Education, databases, financial software (e.g., MUNIS), and work order systems.

Performance will be evaluated in accordance with Board of Education policy based on fulfillment of assigned responsibilities and district goals.
