POSITION SUMMARY The Director of Finance is a highly responsible, professional and technical position that reports directly to the Mayor and is responsible for the accounting and financial functions of the city, including the management and oversight of financial related internal control and compliance. The position requires the extensive use of experience and independent judgement in the determination of work methods, practices, policies, and procedures.

ESSENTIAL RESPONSIBILITIES AND DUTIES
Plans, organizes, develops, administers, and reviews all procedures, methods and the results of: budget preparation and control, accounting, payroll, debt administration, revenue forecasting, treasury management, cash handling, and capital assets.
Direct oversight over month-end and year-end closing processes, including the reconciliation of balances and maintaining clear and adequate supporting documentation
Provides direction and technical supervision to all finance department personnel
Primary participation in the development, implementation, administration and review of city fiscal policies and procedures
Responsible for the preparation and completion of the annual City and Redevelopment Agency budgets, including budget amendments.
Responsible for the execution of annual financial audits and various internal audits, including all preparation related to the Annual Comprehensive Financial Report (ACFR).
Responsible for providing monthly financial information to the city council and the mayor, and more frequently as needed
Interacts with all city departments to provide information and guidance regarding financial policies and procedures
Performs all duties of the Finance Director as required by the Uniform Fiscal Procedure Act for Utah Cities and ensures city compliance with federal, state and local financial and accounting requirements.
Performs required work to support financial management, compliance and reporting needs of the city.

MINIMUM QUALIFICATIONS EDUCATION, EXPERIENCE AND CERTIFICATIONS
Graduation from an accredited four-year college or university with a degree in accounting, finance, or a closely related field.
CPA license or similar certifications (CPFO or CGFM) preferred.
A minimum of seven years of experience in governmental accounting, of which at least three include management of a governmental finance department or acceptable equivalent.
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES
Extensive experience and knowledge of generally accepted accounting principles (GAAP), governmental accounting procedures, fund accounting and GASB pronouncements and requirements.
Experience with Caselle accounting software and reporting.
Experience in federal and state payroll rules, regulations and reporting requirements.
Knowledge of federal and state money management requirements,
Knowledge of federal and state grant reporting and audit requirements.
Ability to resolve complex accounting and financial problems and provide recommendations to elected officials.
Strong writing and oral communication skills.
Ability to establish and maintain effective working relationships with city officials, employees, and the general public.
Ability to represent the city in a professional and positive manner.
Due to the nature of this position, the applicant must successfully pass an initial criminal background check, subsequent checks and continuously meet the requirements of the Bureau of Criminal Identification.
