Food & Nutrition Grant Specialist Position within the Department of Agriculture – Food & Nutrition (F&N) division. The Grant Specialist performs complex grant eligibility and administration work for the Texas Department of Agriculture’s Food & Nutrition division, supporting Child and Adult Food Program (CACFP), Summer Food Service Program (SFSP), and School Nutrition Program (SNP) grant applications, renewals, and amendments.

Schedule Standard hours 8:00 a.m. – 5:00 p.m., Monday–Friday with limited customer service from 6:00–8:00 a.m. and 5:00–6:00 p.m. Intermittent evenings and weekends may be required as needed.

Travel Yes, up to 5% of the time, occasionally overnight.

Salary (Pay Basis) $5,250.00 – $5,750.00 per month (B19/B21)

Primary Responsibilities

Analyze and process a high volume of program contract applications, renewals, and updates in accordance with established F&N policies and procedures.

Ensure grantees comply with grant conditions by monitoring and analyzing agreements, contracts, expenses, and activities for alignment with federal and state regulations.

Prepare work plans and timelines to guarantee timely submission of state or federal grant applications and program reports.

Assess the viability, capability, and accountability of contracting entities through analysis of budget documentation, management plans, and other applicable data; recommend termination or denial of contracts when warranted.

Review submitted grant applications and determine applicant eligibility for award based on established criteria.

Validate contracting entities’ current‑year budget against historical earnings for appropriateness and accuracy; review budgets to ensure costs are reasonable, allowable, and necessary.

Interpret policies, rules, or regulations and provide guidance to staff and the community regarding grant administration, compliance, policies, and procedures; resolve related issues and concerns.

Contribute to the development and implementation of F&N policies and procedures related to program eligibility and application materials.

Serve as a subject‑matter expert for financial analysis and evaluation and provide extensive, highly complex technical assistance to potential and current contracting entities.

Assist in leading, training, and coordinating other grant specialists’ work plans.

Qualifications

Bachelor’s degree (or one year of related work experience may substitute for one year of college).

Experience: 3–4 years in application, finance, grant or contract evaluation, administration, monitoring, or development (4 years for a Grant Specialist III).

Certified Contract Manager Certification (CTCM) may substitute for 2 years of work experience.

Preferred: Major coursework in business administration or related field; work experience with Child Nutrition programs administered by TDA Food and Nutrition.

Knowledge, Skills & Abilities

Knowledge of laws and regulations on grants and/or contract administration, business administration principles and budgeting processes.

Skills in grant preparation, development, evaluation, monitoring, report writing, budget development, and customer service.

Ability to interpret guidelines, evaluate fiscal data for reasonableness and necessity, communicate effectively in oral and written forms, exercise sound judgment and discretion, and maintain confidentiality.

Physical Requirements & Working Conditions This position is a normal office work environment. It may entail walking, standing, pulling/pushing, kneeling, stooping, bending, and lifting up to 30 lbs. Employees must be able to work extended periods at a computer and may be required to work extended hours, evenings, or weekends. Occasional travel of up to 5% of the time, possibly overnight.

Telework The Department does not offer telework; all employees are required to be physically present.
