Job Description Under the supervision of the Director of Security, is responsible for overseeing security operations to protect Queens Public Library’s (QPL) customers, staff, property and assets. Must be available evenings and weekends as needed. Performs other duties as assigned.

Major Responsibilities

Ensures that all security technical equipment is installed correctly and in a timely manner.

Ensures emergency calls are addressed appropriately within 1 hour of receipt and non‑emergency problems are addressed within 48 hours.

Manages the Investigations and Security Department (ISD) reception desk staff and 24 hour security console and ensures coverage.

Maintains effective relationships with support organizations including the New York Police Department (NYPD), Queens District Attorney’s Office and similar external support organizations for security operations. Testifies in Court and attends meetings sponsored by these agencies as required.

Attends all meetings, reports issues and outcomes of meetings. Reports on QPL commitments that are deliverable.

Ensures that all subpoenas for video or any other materials that are received are approved by the General Counsel’s office and then processed.

Reviews and approves all special access requests for staff in library facilities.

Maintains the Library’s “Incident Reporting System” and distributes the reports as required.

Responsible for the daily supervision of ISD staff and Fire Safety Officer.

Ensures that all staff within the department receives performance reviews that are accurate and timely in accordance with the library’s performance management system for non‑union and union staff.

On call 24 hours to handle all emergencies affecting Queens Public Library sites.

Ensures calls are coordinated with the Custodial and Maintenance departments as well as the New York Police Department, Fire Department of New York (FDNY), Boarding Company and contract security.

Alerts the President and CEO, Management Council, Community Library Service or designees regarding incidents that may result in media attention or incidents that may impact operations.

Coordinates with first responders when answering emergency calls for service (NYPD, FDNY, QL Maintainers and contractors).

Partners with the QPL’s Leadership Team to proactively and collegially resolve issues with departments that impacts operations, morale and strategies.

Responds to written and verbal communications in a prompt manner.

Immediately communicates library activities to ISD staff regarding scheduling or reassignments.

Coordinates service provided by contract security after business hours and during holiday closures.

Coordinates with the Department of Transportation and local precincts for all special events requiring parking permits.

Initiates Emergency Closing alerts to upper management.

Coordinates/manages after hour access at all library facilities as needed.

Ensures that all allocations support the objectives of the department and goals associated with the annual budget development calendar.

Creates quarterly reports and makes projections and recommendations for additional financial resources.

Manages the ISD budget.

Creates purchase requisitions and good receipt items as needed.

Manages all petty cash for ISD.

Ensures that funds are collected for lost keys and lost ID cards.

Advocates and provides leadership in the strategic planning process and meets agreed upon deadlines in accordance with the Library’s Strategic Planning Calendar.

Regularly reports the progress of strategic initiatives; meets all agreed upon milestones and deadlines.

Reviews incident reports and complaints from library agencies regarding requests from staff for issuance of warning/banning notices.

Meets with customers to attempt to resolve issues to avoid issuance of warning or banning notice.

Keeps current file on all warning/banning notices to customers for immediate use by staff and law enforcement when necessary.

Required Education, Certifications And Experience REQUIRED QUALIFICATIONS:

High School Diploma or General Equivalency Diploma and 5 years of experience managing security operations, staff and investigations.

Must possess a valid driver’s license.

Must be knowledgeable with computers and operating systems (RFID, Windows, ACS software).

Ability to identify and respond to sensitive issues, concerns and needs.

Ability to work effectively in a diverse environment.

Excellent written and verbal communication, interpersonal and customer service skills required.

Commitment to serving all communities in the most diverse area of the country.

Must be available evenings and weekends as needed.

PREFERRED QUALIFICATIONS:

Bachelor’s Degree in relevant field preferred.

The schedule for this position will include evenings and weekends as needed.

This is a non‑union position. The starting annual salary range is $90,000.00 - $105,000.00. The Queens Public Library is an Equal Opportunity Employer.
