Job Summary

We are currently seeking skilled and team-oriented applicants for the following position Manager - Public Records.

This position serves as the public records officer and records officer for Eastern Washington University. The position is responsible for responding to public records requests, subpoenas, and FERPA requests on behalf of the university. It is also responsible for working with all university departments to ensure compliance with records retention laws and managing physical and digital records stored by the university.

The salary for this position is $68,277 (minimum) up to $81,933. Where the hired candidate will begin within this range is dependent on education, experience, and skills.

Required Qualifications Bachelor's degree, paralegal degree, or paralegal certificate Experience working with confidential information Ability to pay close attention to detail for sustained periods of time Experience working with advanced tools in Acrobat (such as file combining, OCR, redaction, etc.) and/or Microsoft tools for searching records, such as eDiscovery. Demonstrated ability to apply a responsive and flexible approach that is supportive of the needs including universal access of our students, faculty, staff and the public Preferred Qualifications

Strong working knowledge of the Washington state public records law, civil litigation discovery requirements, and state records management practices Two years of experience working with public records requests or discovery under the federal or state rules of civil procedure Other Skills and Abilities

Superior communication and public speaking skills (including the ability to communicate complex issues verbally and in writing to university community members and the general public). Demonstrated ability to maintain confidential information. Strong organizational and research skills. Ability to track, work, and complete a large number of requests. Technological skills necessary for gathering, redacting, preserving metadata. Ability to competently use advanced e-discovery Microsoft Outlook tools. Ability to work well with others in collaborative, cooperative ways. Experience with web content management. Knowledge of federal and state laws regarding data privacy, including, but not limited to, the Family Educational Rights and Privacy Act, Health Insurance Portability and Accountability Act, and Public Records Act. The Public Records Act requires EWU to have records available for inspection during normal business hours. Responsibility / Duty

Public Records Officer

Serve as the Public Records Officer for Eastern Washington University. Responsible for ensuring the university complies with the Public Records Act, chapter 42.56 RCW. Provides primary oversight and management of all public records requests to the university. Responds to all public records requests within five business days of receipt. Receives public records requests, identifies which departments may have responsive records, gathers records, determines which records are responsive to the request, redacts any information that must be redacted under state or federal law, prepares a redaction log, and provides the responsive records to the requestor in a timely manner. Coordinates with university staff and the office of Information Technology to formulate and implement searches of electronically stored information. Receives and coordinates requests for police records with the university police department. Assists the Director of Risk Management with discovery requests as needed. Assists the Labor Relations Manager with union requests as needed. Coordinates and responds to subpoenas, warrants, and other forms of records requests outside of public records on behalf of all of EWU. Case file management, retention schedules, and destruction of appropriate records. Provide training to the campus community about confidentiality, public records, and records retention.
