Position Overview
CarverBeth is seeking a highly experienced
Time Division Multiplexing (TDM) Elimination Subject Matter Expert (SME)
to support large-scale modernization efforts across the
Defense Information Systems Network (DISN) . This role is critical to the successful transition of legacy TDM-based systems (e.g., SONET, Promina, MSPP) to next-generation IP and optical transport architectures.
The ideal candidate will serve as a
senior technical leader
responsible for engineering, integration, and execution of circuit migrations, enabling the DoD's transition to a
modern, resilient, and high-capacity transport network .
Primary Responsibilities
Technical Leadership & Engineering
Serve as senior SME for
TDM elimination and DISN IP optimization efforts Develop and implement strategies to eliminate legacy TDM interfaces (e.g., RS-232, RS-530, SONET) Lead the removal and decommissioning of legacy platforms including: Optical Digital Cross Connect (ODXC) Multi-Service Provisioning Platforms (MSPP) ADTRAN multiplexers Design and implement
circuit emulation solutions
to translate TDM traffic into Ethernet/IP Network Engineering & Site-Specific Design
Produce detailed engineering deliverables on a
site-by-site basis , including: Identification of sites requiring circuit emulation devices Development of migration solutions to Ethernet/IP architectures Integration with DISA
Joint Provider Edge (J-PE)
and Optical Transport Network (OTN) Equipment configuration, rack elevations, and buildout requirements Identification of network dependencies (capacity, ports, DCN, etc.) Develop
Methods of Procedure (MOPs)
and transition sequencing strategies Implementation & Field Support
Conduct
global site surveys
to determine infrastructure requirements, including: Power, grounding, and rack space Fiber/copper cabling infrastructure Data Communications Network (DCN) integration Develop Bills of Materials (BOMs) to support procurement and implementation Provide engineering support during provisioning, installation, and turn-up activities Program Integration & Execution
Analyze requirements to identify
engineering gaps, risks, and discrepancies , and develop Courses of Action (COAs) Support program management activities including: Schedule tracking and milestone alignment Identification of critical path risks and mitigation strategies Coordinate with cross-functional teams, mission partners, and external stakeholders to ensure execution success Strategic Planning & Architecture
Compile and analyze existing network architectures to define future-state
Ethernet/IP transport strategies Support development of
next-generation transport solutions
aligned with DoDIN modernization objectives Provide technical input to optimize cost, performance, and network resiliency Customer Engagement & Reporting
Lead customer outreach and coordination to support circuit transition planning Prepare and deliver
technical briefings, status updates, and performance metrics Provide technical reviews of Government documentation and configuration management processes Represent CarverBeth as a
technical authority
in meetings with DISA and mission partners Continuous Improvement
Drive improvements in service delivery, cost efficiency, and execution timelines Recommend innovative solutions to accelerate TDM migration and reduce operational risk Basic Qualifications
Minimum
10+ years of experience
in telecommunications engineering or network modernization Deep expertise in: TDM technologies (SONET, Promina, MSPP, ODXC) Circuit-to-packet migration and circuit emulation Optical transport and IP networking architectures Proven experience supporting
large-scale DoD or DISN network environments Strong understanding of: TSO's, TCOSS, and DISA circuits/leases Ethernet/IP networking Optical transport (OTN, DWDM) Joint Provider Edge (J-PE) integration Experience developing: Engineering design packages Methods of Procedure (MOPs) Bills of Materials (BOMs) Active
Secret clearance
with ability to obtain/maintain
Top Secret Preferred Qualifications
Direct experience supporting
DISA TDM elimination or IP optimization programs Familiarity with: SEANet (Serial-to-IP Edge Adaptation) CTP (Circuit-to-Packet) and NGT-E technologies Ciena 6500, Cisco 15454, Sycamore SN9K Background in
global network implementation and site survey execution Strong program integration and stakeholder coordination experience Experience briefing senior government leadership and technical stakeholders
