Community Development Director
The Village of Ruidoso is seeking a Community Development Director. The salary range is $79,539.20 - $95,451.20 annually. The position is located in Ruidoso, NM and is full time. The position is responsible for professional level administrative work of a highly technical nature involving the direction of activities specific to planning and community development. This position plans, controls, integrates and evaluates the work of the Building Officials, Inspections and Community Development Department staff; develops, implements and monitors long-term plans, goals and objectives focused on achieving the Village's mission; directs the development of and monitors performance against the annual department budget; manages and directs the development, implementation and evaluation of plans, policies, systems and procedures to achieve annual goals, objectives and work standards established by the Village Council. The position also oversees the planning & zoning functions, which includes current and long-range planning, land use activities, water master planning and comprehensive planning. Essential job functions include assuming full management responsibility for all Community Development Services and activities, managing the development and implementation of the Community Development Department goals, establishing appropriate service and staffing levels, planning, directing, and coordinating the Community Development Department's work plan, selecting, training, motivating, and evaluating Community Development Department personnel, overseeing and participating in the development and administration of the Community Development Department budget, assisting in concert with the Village Manager and other entities in economic development activities, collaborating and participating in meetings with Village Committees/Boards, coordinating internal Development Review Committee and meetings, and providing technical and professional planning services to achieve consistent and controlled growth in the Village. Other responsibilities or job requirements include reviewing zoning for business license applications, supporting and participating in strategic planning and related processes for the Village including economic development planning, preparing meeting notices in compliance with specified deadlines, making presentations and recommendations to Planning Commission and Village Council both in person and in writing, maintaining a high level of computer abilities and keeping up with changing technology, obtaining National Flood Plain Manager certification within one year of hire, completing personal timesheet accurately and timely, ensuring computer is backed up once a month and adhering to IT Policies in place by the Village of Ruidoso, reporting any suspected fraud and/or abuse to the Village Manager or Deputy Village Manager, ensuring any reports of harassment are immediately reported and appropriate actions are taken, attending meetings, trainings, and workshops as needed, and performing other related duties and special projects as assigned. Minimum qualifications include a Bachelor's degree with 2 years' experience in planning and or a minimum of 4 years' experience in municipal government, or an associate's degree in a technical field with 4 years of planning or related experience and or a minimum of 5 years' experience in municipal government or High School Education and equivalent and 10 years' experience in with municipal or county government. Two years professional level municipal planning experience preferred. Five years' experience as a supervisor and/or management position required. Certification by American Institute of Certified Planners (AICP) is preferred. Experience with ArcMap 10.4 and above (with preference for experience in ArcGIS Pro) and knowledge and experience with related GIS products including but not limited to: ArcGIS Online, Survey123 for ArcGIS, and Collector for ArcGIS preferred. Must possess excellent communication, organizational skills and demonstrated ability of personal computer operations within a Microsoft Windows environment, including Word, Excel, PowerPoint, and Outlook. Must be able to pass regular criminal history checks and must be willing to take and pass a drug/alcohol test and comply with agency "Drug Free" Policy. Must possess and maintain valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village. Physical demands include ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles. The usual requirements in an office environment may require lifting boxes of supplies, equipment, and occasional adjustment of office furniture. Occasional pushing, pulling, lifting and/or moving up to twenty-five pounds. Occasional squatting or bending required. Work environment includes ability to adapt to inclement weather conditions and/or situations. Ability to drive, occasionally long distances. May work a fairly regular schedule Monday Friday 8:00 a.m. 5:00 p.m. with the exception of Village Council Meetings and Planning Commission Meetings that can extend into early evening. Field work is part of this position and may be in light to heavy construction areas. The noise level could be moderate to loud in work environment. Ability to work in stressful environment and deal effectively with stress. Travel requirements include limited travel - ability to travel for activities such as meetings, classes, and workshops in and out of the area. Must be able to travel by air as needed to attend training, conferences, and related activities. Overnight travel as required. Knowledge, skills, and abilities include knowledge of the principles and theories of community development and planning; State and Municipal statues and codes relating to municipal planning and zoning, annexation and flood plain management; principles of land use planning; Village of Ruidoso Comprehensive Plan and zoning codes; Village, County, State and Federal laws, codes and regulations pertaining to community planning; research techniques for land use trends and regulations; nomenclature, symbols, methods, practices, techniques, and computer software used in planning, drafting, mapping, and statistical analysis as applied to land use; principles of record keeping and records management; business and personal computers, and spreadsheet software applications; Village policies and procedures. Skills in researching and analyzing the factors affecting community planning projects; organizing, evaluating, analyzing, and presenting data and information; preparing reports and checking designs, details, estimates, plans, and specifications of planning projects; analyzing planning issues, evaluating alternatives, and making logical recommendations based on findings; maintaining accurate and interrelated technical records. Ability to assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers; understand and interpret land use regulations, zoning enforcement and state and Federal laws; understand and carry out instruction and procedures with minimal supervision; work independently and cooperatively; make fair and concise decisions; negotiate and work collaboratively with private sector businesses, public agencies, and with citizen groups; gathering and analyzing economic and complex data; recommending appropriate actions based on findings.
