Serve as a Realty Specialist in the Real Estate Division's located in Mobile, Alabama. You will provide realty support in planning and leasing for various Leasing Programs. Duties

Issues invitations for bids or proposals and composes advertising copy for newspapers and periodicals. Negotiates leases at civil works projects for commercial concession purposes with private investors. Enters into cost-sharing contracts with states, counties, or cities to share the cost of recreational development on leased sites. Provides technical guidance and assistance on all real estate matters, including leasing, licensing, permitting, and granting of rights-of-way on government-owned lands. Monitors actions taken by the sponsor to ensure project-required real estate is provided within the scheduled time frame. Responsible for the quality and technical management of real estate products consistent with the Initial Project Management Plan (IPMP) and Project Management Plan (PMP). Manages outgrants and disposal of government-owned lands on civil works and military properties, including resolving encroachments. As a Team Member for Continuing Authority Projects, manages the preparation of Real Estate Division input for various reports and agreements. Requirements

Minimum Qualifications for GS-09: Specialized Experience: One year of specialized experience which includes 1) Determining real estate requirements for realty projects; 2) Ensuring that agreements and/or contracts are prepared in compliance with all applicable laws, regulations, and/or policies; and 3) Assisting senior Realty Specialists with leases, inspections, claims or administrative work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate or Business Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Minimum Qualifications for GS-11: Specialized Experience: 1) Conducting cost analyses for real estate transactions to provide recommendations; 2) Conducting market surveys and real estate site inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate; Business Administration, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Minimum Qualifications for GS-12: Specialized Experience: 1) Performing real estate negotiation such as negotiation leases, licenses, easements or permits; 2) Applying laws, regulations, or policies associated with real estate acquisitions; and 3) Preparing documents for real estate planning, rights of entry, or acquisitions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
