Job Title Human Resources Specialist – Employee & Labor Relations
Position Status Full-Time
FLSA Classification Exempt
Base Salary Range $66,650.00 - $77,000.00 (based on qualifications)
Job Summary Performs support duties of equal opportunity programs and labor relations polices, including experience and solid knowledge of labor relations contracts, EEOC law, racial equity, and social justice to support the department's workforce needs.

Interprets collective bargaining agreement provisions, rules, and regulations; counsels management on labor relations issues; provides recommendations, alternative solutions, and/or specific actions.
Leads the coordination of negotiations; prepares a schedule; conducts studies and performs research on positions and issues; evaluates alternatives and recommends solutions; prepares contract language and participates in negotiations.
Supports client departments in contract compliance.
Tracks grievances and discipline preparations.
Responsible for grievances, disputes, and disciplinary actions; confers with employees and labor representatives; researches facts and past practices; makes recommendations and assists with resolution.
Assist with arbitration proceedings; research and determine facts; confer with legal staff; brief witnesses for hearings; prepare formal documentation; implement resolutions.
Conducts investigations regarding employee relations, discrimination, and other employment-related matters.
Reviews and disseminates collective bargaining agreements; revises policies and procedures based on negotiations; documents changes and maintains records.
Assists in the training of management and supervisory personnel on new contract agreements, changes to policies and procedures, and proper documentation techniques.
Evaluates trends, practices, and patterns in labor relations; analyzes data; prepares reports and documentation; recommends modifications to programs, policies, and procedures; maintains accurate information, documentation, and records.
Compiles and validates bargaining unit title certifications and negotiated changes in pay rates for implementation to RTA's pay system.
Incorporate changes to contract appendices
Prepares and presents testimony at interest arbitrations and staffs collective bargaining sessions, responding to inquiries regarding costing and other data compiled in support of RTA's position.
Interprets labor contract provisions in response to operating department requests, using related negotiation history and agency practices to resolve discrepancies in application
Reviews and evaluates grievance investigations and advises management and Labor Negotiators of status.
Designs and conducts surveys of other jurisdictions to obtain data on wages, benefits, working conditions, employment practices, and related issues.
Monitors contract compliance regarding labor issues and goals.
Conducts field reviews and site visits.
Conducts studies and prepares oral and written reports of findings.
Responds to public inquiries regarding RTA programs and opportunities.
Maintains data in support of events and programs.
Prepares reports and presents information to other departments.
Provides support and advice to external parties regarding RTA programs.
Responds to and resolves employee inquiries in a courteous manner; provides information within the area of assignment.
Performs a variety of special projects related to assigned responsibilities.
Attends and participates in professional group meetings; stays abreast of new trends, legislation, and innovations in the field of labor relations.
Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of RTA are carried out.
Other Functions
Performs other job-related duties that are in keeping with the goals and objectives of RTA.
Education Bachelor’s degree in Business Administration, Public Administration, Human Resources, Labor Relations, or a related field
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
Experience Two (2) years of relevant experience performing work in labor relations, civil rights compliance, or other related programs.
Three (3) years of experience conducting workplace investigations.
Licensing Requirements/ Demands A valid Louisiana License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Work Environment / Physical Requirements Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times.
