About Colorado Energy & Carbon Management Commission (ECMC) The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC’s mission is to do so in a way that protects the environment, public health, safety, and welfare.
The Planning and Permitting (P&P) Unit is responsible for reviewing all permit applications for the construction of oil and gas locations and wells pursuant to current ECMC Rules, mission, and the Oil & Gas Conservation Act (the Act), as amended by SB 19-181. Additionally, this Unit is responsible for reviewing permit applications for emerging energy technologies, primarily in the areas of Carbon Capture and Sequestration (CCS) Class VI wells, deep geothermal wells, and underground natural gas storage per SB 23-285 and SB 23-16, signed May 23, 2023. The Permit/Completion team reviews all mineral development and other energy technologies from a downhole perspective, including reviewing spacing and pooling hearing applications to ensure the protection of correlative rights and the legal completion of wellbores. Their review of hearing applications, in particular, ensures compliance with the 500-series Rules, and includes technical review of any submitted geologic testimony. Additionally, the Permit/Completion team reviews the Drilling Completion reports, Completed Interval reports, as well as the Well Abandonment reports to ensure compliance with ECMC Rules, Regulations, Policies, and industry standards.
Position: Senior Permitter The Senior Permitter serves as the staff authority within the Permitting team, focusing on complex technical areas including hearing applications (pooling, spacing, Oil and Gas Development Plans (OGDP), variances, exception locations, Enhanced Oil Recovery (EOR), unitization, etc.) and critical regulatory forms (Forms 2, 4, 5/5A, 6, and 10). This role is responsible for executing the full duties and responsibilities of a PSRS II - Permit/Completion Specialist, while also providing advanced technical guidance, mentorship and training to Permitting Staff, and process improvement support. Most importantly, this position holds the Director's delegated authority for the approval of applications for Well permits - Form 2s.
Responsibilities
Support the Permitting team’s review of all hearing applications, including pooling, spacing, Oil and Gas Development Plan (OGDP), variance, exception location, Enhanced Oil Recovery (EOR), unitization, and general/administrative hearing applications.
Assist the other Senior Permitter as needed in communicating and coordinating with the LAS Team and Hearings Unit on Oil and Gas Development Plan applications.
Act as the agency’s top subject matter expert on pooling, spacing, and unitization, with regard to pore space and correlative rights.
Act as the agency’s top subject matter expert for Completion related Forms 5, 5A, and 10.
Act as the Permitting team’s SME on Comprehensive Area Plan (CAP) applications.
Provide senior-level technical support to Permiting Staff for the Forms 2, 4, 6, and 10.
Director’s delegated authority to approve Form 2s; agency lead on this task.
Identify opportunities for process improvements, make recommendations, and develop or suggest revisions to guidance documents, internal SOPs, and other written materials.
Coordinate with other ECMC work Units, regulatory agencies, and local governments regarding individual permits or other Permitting-related technical issues.
Serve as an informal team lead by mentoring, coaching, and training Permiting Staff.
Support ECMC’s upcoming rulemaking efforts by providing expertise in correlative rights, spacing, pooling, and other subsurface considerations.
Specific Job Duties
Coordinate the Permitting team’s review of all hearing applications, including pooling, spacing, Oil and Gas Development Plan (OGDP), variance, exception location, Enhanced Oil Recovery (EOR), unitization, Comprehensive Area Plans (CAP), and general/administrative hearing applications.
Primary point of contact on the permitting review of CAP applications and support in ECMC’s review of every CAP application.
Responsible for the final approval of Form 2 well permits and has the Director’s delegated authority to approve the permit.
Understand processing of all forms reviewed by Permitting Staff and provide subject matter expertise on Forms 5, 5A, and 10.
Recommend to team and Unit leaders on operator guidance, SOPs, swim lanes, flowcharts, and other mechanisms to communicate expectations.

Minimum Qualifications
Eight (8) years of relevant experience in an occupation related to the work assigned to this position.
OR a combination of related education and/or relevant experience equal to eight (8) years.
Preferred Qualifications
Current or former State experience relevant to this position.
Excellent written and verbal communication skills.
Knowledge and/or experience of the oil and gas industry.
Experience working with diverse groups of people and adapting messaging to meet needs of different audiences.
Proficient in using Microsoft Office and Google Suite, specifically Excel and Sheets.
Experience auditing/reviewing forms/applications for compliance and correctness.
Experience reading and interpreting rules, guidelines, legal documents, statutes and policies.
Professional level writing, research and communication development skills.
Experience converting technical content into plain language content for diverse stakeholders.
Customer service experience, previous public service experience, experience dealing with public, experience with complaint intake/response.
Current Work Arrangement
Hybrid:
This is a hybrid position; worker will work from a home office and from the main Denver office as worked out with Supervisor after initial training period.
Conditions of Employment
Must have and maintain residency in the State of Colorado at time of application.
Must be willing and able to possess and maintain a State of Colorado Driver’s License if operating a state vehicle.
