Job Summary Under general direction of the Labor Relations Director, provide labor relations support to management, exclusive representatives, and employees on grievance, arbitration, administrative hearings, unfair labor practice charges, notices, and requests for information; work involving a high degree of confidentiality. Analyze and interpret University policies and procedures, applicable labor law and contract administration, provide problem‑solving and decision‑making assistance. Assure consistent application of collective bargaining agreements and agreed upon labor relations philosophy to assigned contractual and non‑exclusively represented units. Performs data extraction, research, and analysis on labor relations matters maintaining data integrity.

Bachelor’s degree in related area and/or equivalent experience/training.

Experience providing project management and analytical support. Experience independently managing programs and functions.

Organizational experience in managing work activities, setting priorities, and working effectively to achieve timely progress on multiple simultaneous projects, meet deadlines, and maintain a high level of productivity.

Customer service experience and public relations skills to maintain the highest level of service and confidentiality.

Experience maintaining discretion and confidentiality during regular communications as well as composure during difficult situations.

Must have one year or more experience in Human Resources and Labor Relations.

Analytical experience and skills to extract and assess data to provide statistical analysis for management review. Analytical skills to research and evaluate complex issues and problems to independently develop and apply effective recommendations and solutions. Analytical experience and skills to review established policies and procedures, data, and situations for conformance with established guidelines.

Organizational and time management skills to manage multiple projects employing broad skills, managing multiple priorities and produce results with varying deadlines.

Skills to work effectively & sensitively with individuals from diverse cultural backgrounds & perspectives to build mutual respect, fairness, & equity.

Interpersonal skills to work cooperatively and communicate effectively with all levels of the campus community, system-wide, and with outside professionals.

Technical skills to effectively utilize and learn innovative computer programs.

Skills to work with payroll, recruitment and financial on-line information systems.

Preferred Qualifications

Experience working with Personnel Payroll System (PPS), Salesforce, AggieService and other UC Davis applications and ability to master new applications as they become available.

Knowledge of University of California system-wide personnel policies and procedures, and the negotiated agreements and labor contracts with UC.

Skills to interpret and apply University policy and contractual language.

Ability to operate proactively and strategically partner with others to find creative solutions.

Skill in working collaboratively with team members to complete project tasks.

Ability to build relationships with individuals at all levels of the organization.

Department Overview Employee and Labor Relations provides critical management and administrative support within the division of Human Resources that serves the Medical Center, School of Medicine, and School of Nursing, which employs ~20,000 individuals.

Department Specific Job Scope This position performs independently to provide UC Davis/UC Davis Health coordination of collective bargaining activities related to confidential management bargaining positions, strategies and UCD/UCDH dissemination of communication regarding bargaining activities, contract administration and information related to terms and conditions of campus employment, seeking specific instruction only in unusual circumstances. Employee and Labor Relations (E&LR) offers balanced advocacy to management and individual employees to protect their respective rights.
