The Director of Human Resources (People Director) will lead the evolution of TCCEs culture by creating a workplace centered on strong hiring practices, employee development, and competitive total rewards. This role is responsible for building and executing people strategies that ensure the company can attract, develop, and retain a high-performing workforce to support ongoing construction operations and growth.
Key Focus Areas
Talent Acquisition & Workforce Strategy
Lead and improve recruiting strategies for field and corporate roles
Build workforce pipelines (referrals, partnerships, training programs)
Align hiring plans with project demands and workforce forecasting
Track and improve hiring metrics (time-to-fill, quality of hire)
Benefits, Compensation & Total Rewards
Oversee employee benefits programs (health, retirement, fringe benefits)
Ensure compliance with ERISA, ACA, COBRA, and state regulations
Partner with brokers and Finance to manage costs and plan design
Support competitive compensation and incentive structures
Ensure compliance with prevailing wage and fringe requirements
Training, Development & Workforce Growth
Develop structured onboarding and training programs
Implement workforce development initiatives for field employees
Support leadership development for supervisors and managers
Create career paths and succession planning strategies
Additional Responsibilities
Oversee employee relations, performance management, and HR operations
Ensure compliance with federal and state employment laws (FLSA, FMLA, ADA, EEO)
Partner with Safety and Operations to support a strong safety culture
Support HR systems and process improvements
Qualifications
Bachelors degree in human resources, Business, Administration or related field
10+ years of progressive HR experience, including at least 2 years in a management or supervisory role.
Experience in construction, field operations, or multi-site environments preferred
Strong knowledge of MD/VA/DC employment laws
Experience managing recruiting, benefits, and training programs
SHRM-SCP, SPHR, or similar certification

Experience with prevailing wage and fringe benefits
Experience supporting multi-entity organizations
