Position Overview The Metropolitan Transportation Authority (MTA) is North America’s largest transportation network serving a population of 15.3 million. This Director coordinates the development of the financial plan, ensuring timely, accurate financial information for strategic decisions and maintaining consistent financial practices across the Authority.
Responsibilities
Deliver timely, high‑quality consolidated MTA‑wide reports for informed decision‑making and Board meetings.
Consolidate budget reporting, gathering and analysing financials, subsidies, debt service, utilisation, headcount, farebox operation and recovery.
Review ridership, traffic, revenues and subsidies continuously to identify risks and opportunities; develop and track key performance indicators.
Develop, maintain and improve processes for forecasting ridership, traffic, revenues and subsidies; recommend fare, toll and subsidy scenarios.
Provide economic, financial and demographic assumptions for financial plans and develop risk profiles for economic conditions.
Develop cost forecasts for electric power, fuel, risk insurance, claims, employee/retiree health and pension for use in financial plans.
Direct fare and toll policy changes to maintain sufficient revenues for MTA solvency.
Oversee and direct a team, providing leadership, guidance, training and support.
Collaborate with other Directors in Management & Budget to improve forecasting workflows.
Work with Comptroller’s Office to ensure all funding sources are incorporated into financial plans.
Work closely with Finance organization to incorporate actual results into forecast updates.
Coordinate statistical sampling for passenger mileage estimation as required by the Federal Transit Administration; prepare quarterly subsidy report to NYS DOT.
Develop consolidated analysis and review of the 12‑month allocations for MTAHQ and all agencies.
Maintain and update MTA’s historical financial files.
Select, develop and motivate personnel; provide career development, coaching, counseling and performance reviews.
Oversee contractor/consultant/vendor performance: review work, invoices, address performance issues and, if necessary, take corrective action.
Perform other duties as assigned.
Required Qualifications
Extensive knowledge of financial planning, analysis, forecasting and budgetary control techniques.
Demonstrated analytical capabilities and quantitative skills.
Knowledge of MTA organization and its financial structure.
Knowledge of State and local government finance and subsidy processes.
Demonstrated leadership, personnel and project management skills.
Strategic goal setting, problem‑solving and analytical skills with independent judgment.
Excellent communication and stakeholder engagement abilities.
Ability to build consensus with all stakeholders.
High‑pressure performance; flexible and adaptive.
Proficiency in Microsoft Office Suite.
Required Education And Experience
Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis or related field, or equivalent combination of education and experience.
Minimum 10 years of progressively responsible business and related management experience in financial or economic analysis and/or budgeting.
Minimum 4 years in a department‑head and/or managerial or project‑manager role in a large, multi‑faceted, fast‑paced organization or governmental body (preferred).
Preferred
Graduate degree in a related field.
Familiarity with MTA policies, procedures and collective bargaining procedures.
Experience with Hyperion Budget and Financial Planning or equivalent.
