Portfolio Lead (Country/ Regional Lead) Pay Rate:

The annual base salary range for this position is $89,383 - $121,305. This figure is a general guideline; the actual offer will depend on the position, responsibilities, experience, education, training, and related skills.

About the Role The Portfolio Lead (PL) works directly with client Program Managers (PM) and other Advisory & Assistance Services (A&A) personnel to implement the Biological Threat Reduction Program (BTRP), Chemical Security Program (CSP) and Proliferation Prevention Program (PPP). The PL ensures that client deliverables meet quality and schedule requirements and collaborates with government counterparts on project management, financial management, quality assurance, knowledge management, partner relationship management, acquisition life‑cycle support, and new country engagements.

Primary responsibilities include providing or facilitating comprehensive support to manage the assigned portfolio, anticipating actions, and advising the client in advance. The PL also supports the execution of Global Threat Reduction (GTR) priorities and acquisition plans under the Integrated Project Team (IPT) concept.

Key Responsibilities

Provide project‑based support: effective management of cost, schedule, and performance of awards; planning and execution of acquisitions.

Offer ongoing operational advice: define and validate requirements; support country/region/program portfolios and deliverables such as WAR/DURC, Annual Report to Congress, PMR, Metric Validation Workshop, POM, country summaries, and program budget comments.

Handle ad‑hoc tasks: hot taskers, congressional inquiries, FOIA requests, emergent needs not tied to a specific project.

Build and maintain relationships with government counterparts, ensuring the contractor’s role and authorities are understood.

Provide project‑management support using best practices and approved acquisition processes.

Advise on linking activities to National Strategy, DoD, DTRA, GTR, BTRP, CSP, PPP priorities, and interagency efforts.

Facilitate coordination and communication with the government A&A community and external stakeholders; take notes and coordinate action items from meetings.

Assist in defining requirements, end states, and project success factors.

Engage A&A counterparts throughout the acquisition lifecycle including requirement validation, project initiation, monitoring, and closeout.

Draft and finalize acquisition‑related materials (e.g., Initial Strategy Session worksheets, Acquisition Strategy Review Documents, Market Research Reports, Statements of Work, Contract Data Requirement Lists).

Co‑ordinate cross‑team reviews of acquisition documents to ensure SME input from science, acquisition, finance, training, contracting, and property teams.

Assist in drafting messaging and reports related to the portfolio.

Support development of POM, ARC spend plans, metrics review materials, and portfolio updates for WARs.

Support government counterparts in Program Management Reviews – documentation and action items.

Prepare PMR materials, talking points, and coordination with the government‑A&A community.

Support prompt and thorough responses to urgent taskers.

Gain proficiency in government systems (ATRIP, PBMT, Mercury/ TRLS, CAT).

Document best practices, summarize lessons learned, and recommend adaptation across the life cycle.

Maintain organized portfolio‑relevant records in coordination with government counterparts.

Travel in support of the BTRP mission: participate in travel, plan travel logistics, support meetings with partner‑nation stakeholders, and complete post‑travel de‑briefs.

Perform other duties as assigned.

Experience Requirements

Three (3) to ten (10) years of project management, government acquisition, or similar experience.

Track record of building effective relationships and meeting client expectations.

Ability to apply project‑management best practices to multiple concurrent projects and maintain high‑quality outputs.

Experience coordinating work across large, diverse teams in a matrixed environment.

Education Requirements

BA/BS degree required; MA/MS desired.

Certificate, License, and Registration Requirements

Project Management Professional (PMP) or equivalent certification (desired).

Other Required Skills & Abilities

Effective communication with customers and thorough fulfillment of all duties.

Proficiency in Microsoft Office (Word, PowerPoint, Excel, Outlook).

Excellent communication, teamwork, critical thinking, and problem‑solving skills.

Ability to write for senior leaders.

Adaptability to fast‑paced environments.

International travel capability (up to 25% travel).

Requirement to work in the office at least 2–3 days a week.

Security Clearance Requirements Secret Clearance or higher.
