The Division of Child and Family Services (DCFS) is seeking a leader to fill a DHHS Assistant Division Director position, to act as an assistant to the director in matters of policy, administration, budget, operations, programs, and related matters. This position is eligible for a hybrid work schedule.
Key Responsibilities
Supervises a team of leaders, managers, and supervisors including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. Directs, develops, and coordinates plans and policies, resources, and mission, as well as goals, vision, and expectations of the division or program; prepares and updates plans and priorities. Supports the division's efforts to improve customer experience by establishing measurement and reporting tools in consultation with division leadership. Assists in strategic planning and implementation related to the vision and mission of DCFS. Executes organizational objectives for the division. Plans and allocates resources to ensure agency policies and state statutes are fully implemented. Oversees the development, evaluation, and/or review of plans and criteria for a variety of activities; assesses feasibility of proposed plans, projects, and equipment. Monitors and evaluates current programs and services; assesses the need for new and/or improvements to existing programs and/or services to best serve the client population and the community. Designs and implements programs and monitors them to determine effectiveness. Assists the division director in strategic planning, outreach, and key initiatives with various stakeholders, including the Legislature. Manages changes and initiatives associated with state and federal policy. Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies. Collaborates with the division director to conceptualize an assortment of projects. Analyzes, summarizes, and/or reviews data; reports findings; interprets results and/or makes recommendations. Monitors budget, including revenues, expenditures, and budget projection, etc. Directs activities of professional and technical staff, volunteers, etc. Evaluates the work of staff, volunteers, etc., to ensure that programs are of appropriate quality and that resources are used effectively. May include performing 24-hour-on-call services as needed under supervisor's direction. 24-hour on-call service assignments may be based on, and subject to, geographic employment location and/or agency demand. Other duties as assigned.
Qualifications
Foundational understanding of how to manage a team of leaders in an organization while overseeing, helping to implement, and evaluating organization-wide programs. Foundational understanding of child welfare systems, including the structure, administration of programs and/or services, as well as the implementation of new programs, services, policies, procedures, and practices as necessary. Able to work with people in a manner which shows sensitivity, tact, and professionalism across a wide spectrum of social, managerial, and customer-facing situations. Ability to motivate, develop, and direct people as they work, and identify the best people for the job Comprehensive communication skillset to be able to connect with others authentically and effectively, while adapting to varied contexts and individuals, utilizing a full spectrum of verbal, non-verbal, and written techniques to share information, build relationships, influence, and achieve positive outcomes. Able to identify complex problems and review related information to develop and evaluate options and implement solutions. Utilizes logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Understands the implications of new information for both current and future problem-solving and decision-making. Able to consider the relative costs and benefits of potential actions to choose the most appropriate one. Able to determine how money will be spent to get the work done and account for these expenditures. Able to identify measures and/or indicators of system and/or program performance and the actions needed to improve or correct performance, relative to the goals of the system and/or program. Possesses experience working with policy makers. Foundationally understands results based accountability. Time management of one’s own time as well as the time of others.

Have professional work experience managing/supervising a team of leaders in an organization in the child welfare and/or social work industry. Have professional work experience in social work, child welfare or who have a combination of work experience and education in social work, psychology, sociology, family and human development, human services, criminal justice, bachelor of science in health education and promotion, or closely related area.
