The Equity & Policy (E&P) Section Director leads a team of 30 FTE overseeing programs, committees and partnerships to eliminate health inequities across physical and behavioral health. This leadership role manages policy development, program implementation, legislative engagement and collaboration with internal and external partners, the Nine Federally Recognized Tribes, Coordinated Care Organizations and statewide advisory bodies. Responsibilities
The E&P Section Director’s responsibilities include: Lead strategic policy development and implementation aimed at eliminating health inequities. Manage and coordinate six units and multiple programs across the OHA. Provide legislative engagement and support for policy option packages, legislative reporting, and administrative rulemaking. Build and maintain collaborative partnerships with cross-agency teams and community‑based organizations. Oversee legislatively mandated programs, advisory committees, and statewide initiatives. Plan and manage budgets, allocate resources and supervise staff administering contracts and grants. Offer strategic guidance, mentorship and leadership to multidisciplinary teams. Minimum Qualifications
Five years of management experience; OR two years of management experience and a bachelor’s degree in a related field. Desired Attributes
Strong background in program and project management related to equity, inclusion, and health outcomes. Systems thinker and outcomes‑oriented leader overseeing complex, multi‑unit programs in a health equity or public health environment. Proven track record of building and sustaining collaborative partnerships with cross‑agency teams. Demonstrated ability in developing and implementing policies to eliminate health inequities. Experience building relationships with Oregon’s Nine Federally Recognized Tribes and external partners including Coordinated Care Organizations and community‑based organizations. Expertise in legislative engagement and policy option package development. Significant experience overseeing legislatively mandated programs, advisory committees, and statewide initiatives. Proficient in budget planning, resource allocation, and staff oversight for contract and grant administration.
