Our I.T. Department at Eastern Territorial Headquarters has an opportunity for a Territorial Director of IT Program, Project and Portfolio Management. This is a supervisory role that ensures consistent service delivery and expectation management in all areas. The role provides leadership to the IT PMO/PPP (Project Management Office and Program, Project and Portfolio process respectively). The Territorial Directoru2019s role is to help drive the business strategy by integrating the customeru2019s experience and input, working with other department leaders to help further the organizationu2019s vision. The role recommends the planning and coordinating of all activities related to the design, development, and implementation of organizational programs and projects of varying complexities. Additionally, responsible for maintaining appropriate risk management and supporting Cybersecurity initiatives. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide the project management team on issues related to the design, development, and deployment of mission-critical information and software systems. The Territorial Director must be able to make frequent trade-offs between business targets and projects and/or operational performance. This position requires approximately 35 hours of work per week and is eligible for a hybrid work arrangement (3 days onsite/ 2 days remote) after three months of employment. Responsibilities u2022 Ensure that development projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues. u2022 Create customer and prospect KPIs, metrics, and budgeting related to customer activity. u2022 Conveys customer feedback to IT leadership. u2022 Socialize and adapt business needs and requirements throughout the organization relative to their area. u2022 Conduct research to remain up-to-date and knowledgeable regarding industry/market trends in anticipation of competition. u2022 Analyze and improve customer experiences and processes by mapping out customer roadmaps. u2022 Lead customer-related strategy to achieve business goals. u2022 Collaborate with the appropriate departments in IT to develop and maintain a custom plan that supports customer needs. u2022 Develop and communicate business/customer alignment plans to the CIO/CISO, staff, partners, customers, and stakeholders. u2022 Connect with customers and prospects to help garner feedback, inform organizational changes, and maintain a strong business connection. u2022 Act as primary liaison for any escalated customer issues. u2022 Define project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders. u2022 Effectively communicate project expectations to team members and stakeholders in a timely and transparent fashion. u2022 Lead the pre-testing phase of development by evaluating proposals to identify potential problem areas and make appropriate recommendations. u2022 Plan and schedule project timelines and milestones using appropriate tools. u2022 Track project milestones and deliverables. u2022 Determine the frequency and content of status reports from the project team, analyze results, and troubleshooting problem areas. u2022 Define project success criteria and disseminate them to involved parties throughout project life cycle. u2022 Conduct project post-mortem and create a recommendations report in order to identify successful and unsuccessful project elements. u2022 Develop best practices and tools for project execution and management. u2022 Estimate the resources and participants needed to achieve project goals. u2022 Draft and submit budget proposals, and recommend subsequent budget changes wherever necessary. u2022 Where required, negotiate with other department managers to acquire the required personnel from within the company. u2022 Determine and assess the need for additional staff and/or consultants and make the appropriate recruitment, if necessary, during the project cycle. u2022 Manage and provide directions for the application development team to support business operations. u2022 Assume responsibility for the programu2019s people and vendors. u2022 Manage program and project teams for optimal return on investment; coordinate and delegate cross-project initiatives. u2022 Resolve projectsu2019 higher scope issues. u2022 Prepare reports for program directors. u2022 Monitor the outputs and outcomes of a program's component activities and ensure that the program adapts appropriately to them. u2022 Coordinate the management of complex issues that may arise as programs seek to deliver benefits u2022 Provide operational leadership to the project management team. u2022 Identify and resolve issues and conflicts within the project team. u2022 Identify and manage project dependencies and critical paths. u2022 Develop and deliver progress reports, proposals, requirements documentation, and presentations. u2022 Cultivate, disseminate, and enforce functional policies, procedures, and quality assurance best practices. u2022 Where necessary, prepare, establish, and monitor budgets. u2022 (Other duties and assignments may be assigned at the sole discretion of TSAE) Qualifications u2022 Bachelor's degree; u2022 10 years or more of direct experience in project, program, portfolio, change, and service change management. u2022 PMP Certification is required. u2022 PgMP Certification or 10+ years of managing complex programs and portfolios is required. u2022 Proven experience in an advanced management role (preference given to those with program management experience). u2022 Excellent ability to align with the organizationu2019s mission, ministry, goals and objectives. u2022 Thorough understanding of project/program management techniques and methods. u2022 Proven experience in overseeing the direction, development, and implementation of solutions. u2022 Strong familiarity with Waterfall, Agile and hybrid project management. u2022 Strong cybersecurity understanding and can introduce technology risk management aspects into project analysis. u2022 Experience in Customer engagement and management. u2022 Experience in building and developing Programs and Portfolios of projects with varying degrees of difficulty. u2022 Can conform to shifting priorities, demands, and timelines through analytical and problem solving capabilities. u2022 Reacts to project adjustments and alterations promptly and efficiently. u2022 Flexible during times of change. u2022 Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines. u2022 Persuasive, encouraging, and motivating. u2022 Ability to elicit cooperation from various sources, including upper management, clients, and other departments. u2022 Ability to defuse tension among the project team, should it arise. u2022 Ability to bring projects to successful completion through political sensitivity. u2022 Good project management skills and/or substantial exposure to project-based work structures, project lifecycle models, etc. u2022 Strong interpersonal skills. u2022 Adept at conducting research into project-related issues and products. u2022 Must be able to learn, understand, and apply new technologies. u2022 Customer service skills are an asset. u2022 Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial. u2022 SAFe certification is a plus. u2022 Experience with various project management methodologies. u2022 Scrum management familiarity is a plus. u2022 Familiarity with ITIL is preferred. u2022 Experience with aligning projects to Cybersecurity initiatives is a plus.
