Job Description And Duties The Office of Economic and Policy Analysis (OEPA) is recruiting for a Staff Air Pollution Specialist vacancy. The mission of OEPA is to carry out the financial and economic analyses and extramural research contracts of the California Air Resources Board (CARB) and to assist the boards and departments of the California Environmental Protection Agency (CalEPA) in their tasks as they relate to the impacts of their regulations on individuals, businesses, and the economy.

Under the direction of the Air Resources Supervisor I, the incumbent serves as a technical and subject matter expert in the field of economics for CARB. In this role, the incumbent will provide guidance to CARB regulatory teams and other CARB staff on the planning and completion of economic analyses of CARB regulations, policies, and incentive programs. The incumbent will take a leading role in evaluating OEPA’s current regulatory economics processes and advise management on methods to better reflect all potential benefits and costs, incorporate new insights from economic research, and incorporate the best practices of regulatory economic analysis. This will require staying current on environmental, energy, and enforcement economic research that is pertinent to CARB, and also staying abreast of changes in regulatory economic requirements.

The incumbent will work with across multiple CARB divisions and may be called upon to serve as an economic expert on projects such as drafting comment letters on relevant federal rulemakings, reviewing extramural research reports, authoring legislative reports, and performing financial analysis. The incumbent will need to have an in‑depth knowledge of advanced economic theories and complex empirical techniques so as to adequately evaluate the merits and limitations of relevant economic research.
