Human Resources Business Partner – Level 3 or 4 (Western Region Manufacturing and Operations) Location: Azusa, CA (requires travel to other California sites and Gilbert, AZ)

Clearance: Secret (U.S. citizenship required)

Travel requirement: 25% of the time

We’re looking for an HR Business Partner to provide HR support to union and non‑union employees and leadership in our Western Region Manufacturing and Operations teams.

In This Job, You Will

Serve as a strategic business partner and consultant to internal customers and stakeholders.

Build and expand relationships across HR Centers of Excellence.

Identify trends, risks, and opportunities within the organization.

Provide business insight through data analytics, research, and benchmarking.

Conduct complex investigations and develop organizational actions.

Serve as the primary interface with the legal department, represented workforce, and leadership.

Drive retention of critical skills and high performers.

Lead or support change projects to evolve organizational capability and improve operating models.

Diagnose organizational needs and develop practical, creative solutions.

Facilitate leadership development and succession planning.

Analyze and present employee survey data to leadership.

Perform other duties as assigned.

Basic Qualifications

Level 3: Bachelor’s degree in Business Administration, HR, Psychology or related field with 5+ years of broad HR Business Partner experience, or Master’s degree with 3+ years of experience.

Level 4: Bachelor’s degree with 8+ years of experience, or Master’s degree with 6+ years of experience.

Additional 4+ years of experience may be considered in lieu of a degree.

Proven ability to lead cross‑functional HR projects and apply project‑management and change‑management fundamentals.

Strong consulting skills and ability to solve business challenges.

Experience analyzing data to define root causes and design practical solutions.

Experience consulting on succession planning, culture, engagement, change management, performance management and employee relations.

Excellent verbal and written communication skills.

Experience supporting manufacturing/operations in a union environment.

Must obtain and maintain a U.S. Government DoD Secret clearance. U.S. citizenship required.

Preferred Qualifications

PHR (SHRM‑CP) or SPHR (SHRM‑SCP) certification.

Experience using Workday HRIS.

Experience in a manufacturing and/or engineering environment.

Experience in a matrix organization with 500–1,000 customers.

Benefits and Compensation Primary Level Salary Range: $94,200 – $141,200 Secondary Level Salary Range: $117,500 – $176,300

Employees may receive overtime, shift differential, discretionary bonuses, and, for senior positions, long‑term incentives. Northrop Grumman also offers health insurance, life & disability insurance, a savings plan, company‑paid holidays, and paid time off.
