The Opportunity: Shape the Digital Backbone of Global Mobility
U.S. Transportation Command (USTRANSCOM) sits at the center of some of the Department of Defense’s most complex and mission-critical challenges, global logistics, contested operations, data integration across Combatant Commands, and modernization of aging mission systems that underpin force projection.
PCI Federal is seeking a director to expand our USTRANSCOM/Scott AFB portfolio. This role is designed for a leader who understands how modern IT, data, and digital engineering enable mission success, and who can translate that understanding into technical solutions, capture strategy, and wins.
This is not a delivery or program management role. It is a growth and solutions leadership position for someone who can operate credibly with mission owners, IT leaders, acquisition officials, and technical SMEs.

Mission systems modernization and sustainment
Data architectures, interoperability, and analytics
Cloud, DevSecOps, cybersecurity, and software‑intensive systems
Digital logistics, command and control (C2), and operational data environments
Customers trust you because you understand their systems, constraints, and tradeoffs, not just their org charts.
You Shape Requirements, Not Just Respond To Them You know how to compliantly influence requirements through:
Early technical discussions
RFIs, white papers, proof of concepts, and solution briefs
Industry engagements and mission‑focused dialogue
You help customers define problems clearly and see technically sound acquisition paths, including Commercial Solutions Openings (CSOs) and 8(a) or small‑business strategies where appropriate.
Key Responsibilities Market Ownership & Strategy
Serve as PCI Federal’s growth and capture lead for the USTRANSCOM and Scott AFB market
Develop and execute a market‑specific growth strategy aligned to USTRANSCOM mission priorities and modernization roadmaps
Identify priority accounts, programs, and mission partners
Business Development & Pipeline Growth
Build and manage a qualified, technically aligned pipeline of USTRANSCOM opportunities
Identify opportunities through mission engagement, technical dialogue, and market intelligence, not just bid portals
Qualify opportunities based on mission fit, technical alignment and competitive positioning
Capture Leadership & Technical Positioning
Lead capture for priority pursuits
Develop win strategies, solution concepts, and technical discriminators
Shape compelling, realistic technical approaches
Translate complex technical capabilities into clear value propositions for both technical and executive audiences
Customer Engagement
Establish trusted relationships with:
Mission owners and PMs
IT and systems leaders
Acquisition and contracting officials
Engage in technical discussions to understand evolving requirements and system challenges
Position PCI Federal as a trusted partner in digital transformation and mission IT enablement
Strengthen offerings across cloud, DevSecOps, cybersecurity, data, and software‑intensive systems
Required Qualifications
10+ years of experience in federal business development and capture, with DoD experience required, with 5+ at USTRANSCOM
Must have and maintain an active DoD Top Secret clearance
Demonstrated success building and winning solutions within DoD or defense logistics / mission IT environments
Strong technical acumen, including familiarity with:
Mission systems and enterprise IT
Cloud and DevSecOps
Cybersecurity and compliance
Data architectures and analytics
Proven ability to lead capture efforts and win competitive procurements
Strong understanding of federal acquisition processes and contracting vehicles
Experience developing and executing teaming strategies
