Position Overview The GARRETT GROUP is seeking an
Intercontinental Ballistic Missile (ICBM) Subject Matter Expert (SME)
to support the
United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7)
under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.
The ICBM SME provides authoritative expertise on
ICBM and space operations
in direct support of USSTRATCOM's campaign and risk assessment mission. The selected candidate will serve as the resident technical expert on land‑based strategic deterrence, applying combined expertise in ICBM and space operations to assess mission effectiveness and advise senior leadership at the Combatant Command level.
Key Responsibilities
Conduct
graduate‑level analysis and assessment
of USSTRATCOM core mission areas, with emphasis on the
land‑based leg of the nuclear triad ‑ICBM operations, posture, employment, and integration with space capabilities.
Apply combined operational expertise in
ICBM and space operations
to develop and refine
Measures of Effectiveness (MOEs)
and
Measures of Performance (MOPs)
supporting campaign and risk assessments.
Perform as a
senior operations assessment SME , participating in USSTRATCOM, component, CCMD, and Joint Staff planning teams supporting
Global Campaign Plans
and strategic operations.
Analyze
PMESII factors
(political, military, economic, social, infrastructure, and information) to assess progress toward
Strategic Deterrence objectives and risk .
Develop and maintain
campaign‑level and operational risk assessments
related to ICBM force employment, nuclear surety, generation procedures, and weapons system capabilities.
Produce
Combatant Command‑level commander's estimates , mission analysis products, and strategic assessments.
Develop
strategy‑to‑task frameworks
linking national‑level objectives to actionable ICBM and space force tasks.
Deliver
senior‑level briefings and written assessments , articulating complex analysis to O‑6, GS‑15, and SES leadership.
Coordinate with
Joint Staff, OSD, Air Force Global Strike Command, U.S. Space Force, interagency partners, and other stakeholders
on ICBM, NC3, and strategic deterrence matters.
Maintain expertise in key guidance documents, including:
National Security Strategy (NSS)
National Defense Strategy (NDS)
Nuclear Posture Review (NPR)
National Military Strategy (NMS)
Unified Command Plan (UCP)
Relevant Global Campaign Plans and OPLANs
Assess
cost/benefit impacts of U.S. strategic operations and investments
related to land‑based nuclear forces.
Provide recommendations to enhance
force integration, resource allocation, and strategic alignment
across the nuclear deterrence enterprise.
Required Qualifications
Minimum
15 years of combined ICBM and space operations experience
as a commissioned officer.
Minimum
3 years of experience
at the
OSD, Joint Staff, Combatant Command, Service, or MAJCOM level .
Master's degree or higher .
JPME Phase II
graduate.
Graduate of a
Senior Service School
(e.g., Air War College, Naval War College, Army War College, or equivalent).
Experience in
operations centers or strategic command environments .
Active
Top Secret/SCI clearance
with eligibility for
NC2/ESI and SAP access .
Preferred Qualifications
Direct experience supporting
USSTRATCOM exercises, assessments, or nuclear operations planning .
Familiarity with
Nuclear Command, Control, and Communications (NC3)
enterprise operations.
Experience with
Joint Risk Assessment Methodology (JRAM)
and strategic deterrence analysis.
Experience integrating
space domain capabilities
into strategic deterrence or ICBM employment.
Prior
contractor or government civilian experience
supporting Combatant Command planning or assessment missions.
