Job Description:
We are seeking a Senior Product Owner / Atlassian Lead to support the delivery, sustainment, and evolution of an enterprise Atlassian-based SDLC and ITSM platform within a federal healthcare environment.
This role serves as the primary authority for product delivery, working closely with stakeholders to manage backlog, drive Agile execution, and ensure platform performance and scalability. The position balances operational ITSM responsibilities with forward-looking platform enhancements, supporting enterprise modernization initiatives.
This is a hands-on leadership role, overseeing both product delivery and platform operations, while managing a team supporting ITSM workflows and system enhancements.
Key Responsibilities
Product Ownership & Delivery
Lead execution of platform delivery across the full SDLC lifecycle (requirements, development, testing, deployment, sustainment)
Translate stakeholder needs into prioritized backlog, user stories, and release-ready capabilities
Drive Agile delivery including backlog refinement, sprint planning, and release coordination
ITSM & Platform Operations
Oversee ITSM operations including incidents, service requests, and change management
Ensure SLA adherence, ticket throughput, and platform stability
Manage operational workflows and system performance
Platform Strategy & Enhancements
Plan and execute platform enhancements, capability releases, and roadmap initiatives
Support modernization efforts including cloud migration strategies
Optimize Atlassian tools (Jira, Confluence, JSM) for performance and scalability
Leadership & Team Management
Lead and manage a team (~7 personnel) supporting platform operations and enhancements
Oversee workload distribution, capacity planning, and execution alignment
Provide mentorship and performance oversight
Stakeholder & Governance
Serve as primary advisor to stakeholders, aligning priorities and delivery expectations
Ensure release governance, deployment readiness, and risk mitigation
Track and report on KPIs such as backlog health, SLA adherence, and delivery performance
Required Qualifications
5+ years of experience in product ownership, SDLC delivery, or platform management
Strong experience with Agile methodologies (backlog management, sprint execution, release coordination)
Experience supporting both ITSM operations and product development environments
Hands-on experience with Atlassian tools:
Jira
Confluence
Jira Service Management (JSM)
Strong understanding of SDLC lifecycle (requirements, testing, deployment)
Experience managing competing priorities in complex environments
Strong stakeholder communication and leadership skills
U.S. Citizenship required
Ability to obtain a Public Trust clearance
