Distinguishing Features of the Class This is specialized work in the operation of the City’s Section 8 Leased Housing Program under the Federal Housing and Community Development Act as amended. The incumbent is responsibly involved in interactions with tenants and owners in all aspects of the program, keeping current with all federal, state and local requirements to ensure compliance with regulations.
General and direct supervision is received from the Leased Housing Supervisor, Leased Housing Counselor or designee. The Associate Leased Housing Counselor-Community Development performs related work as required.
Typical Work Activities
Responsible for day-to-day adherence to applicable state and federal program regulations;
Assists the Leased Housing Supervisor in researching, developing, maintaining and revising department forms, procedures and control systems as needed;
Maintains appropriate documentation of all tenant files in preparation of HUD monitoring under the direction of the Housing Supervisor and the Leased Housing Counselor;
Conducts tenant eligibility interviews and tenant/landlord briefings;
Verifies tenant-supplied data and calculates and processes rent subsidies;
Checks leases for completeness and issues contracts;
Handles Section 8 complaints/disputes where applicable, damage claims, and termination of assistance issues;
Works closely with the Housing Quality Specialist.
Full Performance Knowledges, Skills, Abilities and Personal Characteristics
Thorough knowledge of the Section 8 program regulations under the Federal Housing and Community Development Act, in terminology, departmental practices and procedures;
Working knowledge of Federal and State Fair Housing Law; good mathematical skills;
Ability to interpret written federal regulations;
Skill in typing and/or keyboarding;
Ability to apply mathematical formulas to regulations with a high degree of accuracy;
Ability to deal with persons of all socioeconomic and education backgrounds;
Ability to receive, disseminate and discern information and federal regulations for accuracy and completeness;
Ability to communicate effectively orally and in writing;
Ability to establish and maintain effective relationships with fellow employees and general public;
Ability to work independently and to be flexible in performing work responsibilities.
Minimum Qualifications
Graduation from high school or possession of a high school equivalency diploma and two (2) years of experience in subsidized housing programs.
Note: At least two (2) years of appropriate experience is required; additional education beyond high school graduation cannot be substituted for the required two (2) years of experience; high school graduation is required; additional experience beyond two (2) years cannot be substituted for high school graduation.
