Responsible for the safe, economical and efficient operations and management of the Departments of Water Quality and Solid Waste in compliance with all State and Federal environmental regulations. Oversees the County’s implementation and management of the Maryland State MS4 NPDES permit, fiscal management, budgeting, problem solving, and public relations for the Division. Manages all administrative and operational aspects of agency facilities and those owned by private owners or municipalities. Leads local nutrient management and tributary strategies necessary for long‑term environmental compliance.

Annual Salary of $101,005 – $161,450.
Responsibilities
Plan, supervise, and implement Division operations and policies.
Direct the work of Deputy Directors and support staff across Water Quality, Environmental Programs, Solid Waste, Engineering, and Stormwater Management.
Prepare information necessary to facilitate compliance with laws, regulations, and planning initiatives.
Support the Planning Department for regulatory and environmental compliance.
Coordinate environmental initiatives with established groups and organizations.
Ensure timely response to complaints and follow-up with respective Departments.
Oversee the approval and execution of the Division’s annual Operating and Capital Improvement Program budgets.
Evaluate and implement operational initiatives such as recycling programs, alternative use of by‑products, and new technology for increased efficiency.
Review and interpret policies, regulations, and engineering designs applicable to Division projects.
Provide professional oversight and attend professional meetings, continuing education, and community presentations.
Qualifications
Minimum of a Bachelor’s degree in Civil/Environmental Engineering or a related field.
Master’s degree in Business Administration or Public Administration is preferred.
Fifteen (15) years of progressive management experience in public utilities, especially in water, wastewater, solid waste, or recycling facilities.
Valid driver’s license.
Knowledge, Skills and Abilities
Considerable knowledge of environmental management and public works administration.
Working knowledge of wastewater treatment and waterworks facilities.
Proficiency in environmental regulations and strategies including nutrient trading and tributary initiatives.
Strong budgeting and fiscal management skills.
Effective coordination of administrators and support staff.
Excellent communication skills.
Ability to plan, maintain and manage efficient water/wastewater and solid waste operations to meet local, state and federal programs.
Ability to develop and maintain working relationships with government officials, contractors, media and the public.
Education and Experience
Bachelor’s degree in civil or environmental engineering or related field (required).
Master’s degree in Business Administration or Public Administration preferred.
Fifteen (15) years of progressive management experience in major public utilities.
Physical Requirements Must be able to use sensory skills for communication and interaction, operate office equipment such as computer, calculator, copier and fax machine, and perform standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling items, as well as field activity observation.
Special Requirements Working knowledge and formal training in waterworks and waste systems preferred. Possession of a valid driver’s license. Possession of a Professional Engineer License is required; Maryland license preferred but not required.
