Position Overview
We are seeking an experienced
Solutions / Cloud Architect (FAS)
to serve as a
technical lead and strategic advisor
supporting a major Medicaid Enterprise System (MES) initiative. This role is
not hands-on engineering , but instead focuses on
architecture oversight, governance, and guidance
for a new Fiscal Agent Services (FAS) solution. The architect will partner with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with
Medicaid program objectives, federal and state regulations, and enterprise architecture standards . Key Responsibilities Provide
technical leadership and architectural oversight
for the implementation of a Fiscal Agent Services (FAS) module within MES Ensure alignment with
CMS guidelines, MITA framework, interoperability standards, and modular architecture requirements Lead
architecture reviews
and validate solutions against enterprise standards and policies Evaluate and guide
system integrations
across modules such as: Eligibility & Enrollment Provider Services Third-Party Liability Pharmacy Data Warehousing Define and guide
APIs, data exchange standards, security models, and cloud strategies Develop architectural artifacts including: Logical and physical architecture diagrams Data flow documentation Integration patterns Technical roadmaps Collaborate with cybersecurity teams to ensure compliance with: NIST HIPAA State security standards Participate in governance processes, including
change request reviews and solution validation Provide leadership and direction to
project teams, analysts, developers, and vendors
throughout the solution lifecycle
Required Qualifications 10+ years
of experience in: Solution or enterprise architecture Cloud platforms (AWS, Azure, or equivalent) Strong expertise in: Architectural modeling Data management Security best practices Proven ability to
communicate complex technical concepts to non-technical stakeholders Experience collaborating with
vendors, system integrators, and cross-functional teams
Highly Desired Qualifications Experience with
large-scale healthcare or government IT systems , preferably Medicaid or MES Strong understanding of: MITA framework Federal interoperability and modularity requirements Knowledge of modern and legacy technologies: Node.js, Java, Angular, React, Python REST, JSON, XML, X12, FHIR, HTML5 Experience with: Databases, ETL tools, and data integration Service-Oriented Architecture (SOA) and APIs Prior experience with: MMIS (Medicaid Management Information Systems) MES (Medicaid Enterprise Systems)
Preferred Qualifications Relevant certifications (e.g.,
AWS Certified Architect, Azure Solutions Architect ) Experience in
state government, public sector consulting, or large enterprise environments
