Assistant Superintendent of Special Education/SELPA

Develop, recommend, and implement district-wide policies, procedures, and strategic plans for Student Services, Special Education, and SELPA operations.

Provide district-wide leadership and strategic oversight of all student support programs, including Special Education, counseling, health services, student safety, mental health, attendance/engagement, and social-emotional supports.

Oversee the development, implementation, and evaluation of all Special Education programs, related services, and specialized supports across preschool, elementary, secondary, and transition levels.

Ensure continuity, alignment, and equitable access to student support systems and Special Education services across all schools and programs.

Guarantee compliance with federal, state, and local mandates pertaining to Special Education, student discipline, ADA, MTSS, Section 504, and SELPA governance.

Direct the selection, development, and monitoring of instructional and therapeutic materials, specialized equipment, and technologies for students with disabilities.

Plan, develop, and coordinate professional development for administrators, certificated staff, classified staff, and service providers in areas related to Special Education, student support, behavior intervention, compliance, and best practices.

Lead SELPA operations, including governance, interagency agreements, risk management, budget oversight, state reporting, and coordination among member LEAs (if applicable).

Evaluate the effectiveness of Special Education and Student Services programs through monitoring, data analysis, program review, and stakeholder engagement.

Support district-wide systems for early intervention, MTSS, mental health support, student behavior support, discipline procedures, and restorative practices.

Guide the development, administration, and monitoring of budgets for Special Education, SELPA, mental health, and other Student Services programs, ensuring fiscal responsibility and alignment with legal requirements.

Supervise, support, and evaluate the work of assigned staff, including directors, coordinators, program specialists, psychologists, behaviorists, therapists, nurses, and clerical/administrative support personnel.

Serve as liaison to state and county agencies, SELPA partners, community organizations, mental health providers, and other external stakeholders.

Collaborate with Cabinet-level leaders to ensure coherence between instructional priorities, special education needs, and student support services.

Lead crisis response and complex case management related to student safety, mental health, alternative placements, and high needs support.

Knowledge of:

Federal and state laws governing Special Education and SELPA operations (IDEA, ADA, Section 504, SELPA governance, procedural safeguards, compliance monitoring).

Principles, methods, and trends in student services, mental health supports, school safety, MTSS, restorative practices, and wellness initiatives.

Organizational leadership, policy development, strategic planning, and systems-level decision-making.

Best practices in Special Education program design, inclusive practices, early intervention, behavior support, and related service delivery.

Fiscal management related to Special Education, SELPA funding, risk pools, mental health allocations, and federal/state program requirements.

Techniques for effective collaboration with administrators, teachers, families, students, agencies, and community partners.

Methods and strategies for leveraging technology to enhance student supports, case management, communication, and instructional access for students with disabilities.

EDUCATION AND EXPERIENCE

Any combination of experience and training that would likely provide the required knowledge and abilities could qualify someone for this position. A typical way to obtain the knowledge and abilities would be:

Education: Equivalent to a Master’s degree from an accredited college or university with major coursework in education, education administration, public administration or a related field.

Experience: Five years of increasingly responsible experience in education, including at least two years of administrative experience at the Principal level or higher, or the equivalent.
