This is a
lead/oversight role , not a hands-on Cloud Architect position.
The
FAS Solution / Cloud Architect
will act as a
technical leader , responsible for
governing, guiding, and overseeing
the implementation of a new
Fiscal Agent Services (FAS)
solution within the
Medicaid Enterprise System (MES) .
You will collaborate with
business stakeholders, leadership, vendors, and technical teams
to ensure alignment with:
Medicaid program goals
Federal & state regulations
Modernization initiatives
Lead and oversee implementation of FAS module within MES
Ensure compliance with
CMS guidelines, MITA framework, and interoperability standards
Conduct architectural reviews and validate solution alignment
Guide API design, data exchange, security models, and cloud strategies
Create architecture artifacts (diagrams, data flows, roadmaps)
Ensure compliance with
NIST, HIPAA, and state security policies
Participate in governance, change reviews, and solution lifecycle leadership
Provide direction to teams, vendors, and stakeholders
✅ Required Skills & Experience
10+ years in:
Architecture, data management, and security best practices
Stakeholder communication and cross‑functional collaboration
Experience with large‑scale healthcare or government systems (Medicaid/MES preferred)
⭐ Highly Desired
Strong understanding of
MITA framework & federal interoperability
Experience with
databases, ETL tools, legacy systems, SharePoint
Knowledge of
SOA, APIs, cloud, modular design
Experience with
MMIS / MES systems
Relevant certifications ( AWS / Azure Architect )
Public sector or state government consulting experience
Candidate Screening Questions
Candidate will reside within the US during the assignment (No offshore)
Candidate located in Richmond, VA OR within 1‑hour driving distance
Confirm onsite availability (2 days/week + as needed)
Confirm proximity to Richmond (validated via maps)
