Resident Manager
Salary:
$50,663.67-$70,929.35 annually (DOE). Benefits:

Regular, located in South Los Angeles.
Position Overview Oversee day‑to‑day activities of assigned Authority owned/managed properties, including tenant relations, eligibility, recertification, lease compliance, maintenance, and office management. Serve as the primary point of contact for tenants, landlords, and service providers; maintain minimal vacancies and ensure adherence to all applicable laws and regulations.
Key Responsibilities
Serve as on‑site property manager, overseeing daily operations and tenant relations.
Determine and monitor tenant eligibility for Authority and Section 8 programs.
Conduct interim and annual eligibility reviews, re‑calculation of rent, and prepare lease amendments.
Assign rental obligations according to property limits; run rent reports and distribute delinquency notices.
Coordinate applications, interviews, and documentation for new and renewing tenants.
Enforce lease agreements, Authority regulations, and program rules; communicate policy changes.
Participate in property inspections; initiate repair work orders from maintenance requests.
Prioritize caseload and ensure timely processing of actions.
Maintain positive tenant relations with prompt, courteous, accurate responses.
Compose, proofread, and process various documents such as letters, newsletters, and memoranda.
Conduct informal counseling for lease or program violations and prepare supporting evidence.
Maintain accurate records, investigate discrepancies, and perform data entry.
Consult with public, private, and community organizations to meet resident needs.
Coordinate with maintenance staff and contractors for upkeep and recurring services.
Provide respectful, professional communication and utilize de‑escalation techniques.
Schedule and facilitate staff and resident meetings, prepare agendas, and document minutes.
Respond to emergencies and coordinate with staff, vendors, and services.
Perform other related duties as assigned.

Housing assistance and social service program practices.
Eligibility, recertification, and case management procedures.
Basic interviewing techniques.
Business letter writing and standard reporting formats.
Business arithmetic and basic statistics.

Applicable federal, state, local laws, codes, and regulations.
Customer service techniques for public, vendors, and staff.
English language structure and grammar usage.
Proficiency with modern business equipment and software.

Perform on‑site property management duties, including urgent resident requests.
Execute specialized eligibility and case management work accurately and efficiently.
Maintain confidentiality of sensitive personal information.
Keep accurate files and records.
Perform accurate arithmetic computations.
Prepare clear written reports and correspondence.
Administer a variety of Housing Authority resident services.
Interpret and apply relevant laws, codes and policies.
Represent the division at meetings with government, community, and other stakeholders.
Exercise tact, initiative, prudence, and independent judgment within policy and legal limits.
Organize work, set priorities, and meet deadlines.
Use computer systems, software, and equipment effectively.
Communicate clearly, orally and in writing, with appropriate grammar.
Establish and maintain positive working relationships with collaborators.
Education and Experience Education:
High school diploma or equivalent (12th grade).
Experience:
Minimum two (2) years of responsible experience in residential property management, housing assistance, or social services programs.
Desirable Qualifications
Experience with property management or housing software systems.
Customer service experience in housing or social service contexts.
Proficiency with Yardi or similar housing software.
Experience with Laserfiche or other record‑management software.
Licenses and Certifications
Valid California Driver’s License or equivalent transportation capability.
Public Housing Rent Calculation certificate issued by Nan McKay & Associates.
Physical Demands Work in both office and field environments requires mobility, standing, walking, reaching, and occasional lifting of up to 25 pounds. Field duties may involve exposure to hazardous materials and require use of a motor vehicle for site visits.
