Curriculum /Federal Programs Director
Highlands School District is seeking a Curriculum Coordinator and Federal Programs Director to lead the development, alignment, and continuous improvement of curriculum, instruction, and assessment practices across the district while also overseeing the implementation and compliance of federal programs. The successful candidate will work closely with administrators and teachers to strengthen instructional practices, analyze student achievement data, and support professional learning initiatives that drive academic success. This position also manages federal programs ensuring regulatory compliance, effective program coordination, fiscal oversight, and accurate reporting. This role blends instructional leadership with strategic program management to support district goals and promote student outcomes.
Duties and Responsibilities
Direct the planning, development, implementation, and continuous revision of all K-12 curriculum, ensuring all curricula are fully aligned with the Pennsylvania Core Standards
Provide leadership in the integration of evidence-based instructional strategies and best practices (e.g., blended learning, project-based learning, differentiated instruction)
Oversee the effective use of educational technology as an instructional tool
Coordinate administration, analysis, and reporting of all District, state, and national assessments
Utilize data to drive instructional decisions, inform curriculum changes, and monitor student growth and achievement gaps
Oversee the district's compliance with PA Act 48 continuing professional education requirements
Lead the development and monitoring of the educational components of the district's continuous improvement efforts
Communicate proposed curriculum changes and staff development programming objectives, evaluations, and needs to the Superintendent, Board, and the public
Oversee the development, implementation, and monitoring of federal and state grant programs related to instruction (e.g., Titles I, II, III, and IV), ensuring regulatory compliance including writing proposals, monitoring expenditures, and submission of final expenditure reports
Develop and manage the Curriculum and Instruction budget, including resource allocation for materials, technology, and professional learning
Plan and coordinate districtwide professional development
Perform other tasks and responsibilities as assigned by the Superintendent
Qualifications
Letter of Eligibility and Doctorate preferred
Ability to communicate effectively
Understanding of federal and state education laws, including compliance and implementation
Ability to ensure equitable access to high-quality programs and services for all students
Demonstrates strong expertise in curriculum development and effective instructional practices.
Master's degree required, Doctorate preferred
Minimum of five years of administrative experience
Educational technology expertise
