The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Regional Director (Director II) position within Community Care Services Eligibility (CCSE) Region 3 (DFW area). The CCSE Regional Director works under the general direction of the CCSE Director. This position provides business and operations leadership for multiple complex projects and ongoing activities within CCS for programs within CCSE such as Community Attendant Services, Primary Home Care, Title XX Emergency Response Services, Family Care, Home Delivered Meals, Day Activity Health Services and Residential Care. The incumbent will plan, assign, and supervise the work of others. Work involves establishing goals and objectives; plans and manages high level projects and initiatives; oversees the development, review and revision of legislation; oversees special investigations, research studies, and internal audits; oversees the development and implementation of techniques for evaluating program activities; identifies areas of needed change and makes recommendations to improve operations; facilitates communication for and between various management and field level staff and external community, cooperation, coordination and conflict resolution between state office and the regions; develops guidelines, procedures, policies, rules, and regulations; develops priorities, and standards for achieving established goals; coordinates and evaluates CCSE program activities; represents the CCSE area at meetings, conferences, and seminars or on boards, panels and committees and performs other duties as assigned. Works under minimal supervision with extensive latitude for the use of initiative, independent judgment and critical thinking. Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Provides overall vision, leadership and strategic direction for the region. (25%) Directs and assesses the evaluation of CCSE to ensure performance standards are met and implements or recommends improvements. (20%) Develops, implements, and monitors strategic plans for improving operations and resolving ongoing problems or issues. (15%) Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisals. (10%) Prepares management reports, analyzes information to keep management informed, and responds to issues. (10%) Maintains effective communication with clients, regional or state office staff, community leaders, or public officials. (10%) Monitors expenditures to conduct program operations within budget allocations. (5%) Performs other duties as assigned. (5%) Knowledge, Skills, And Abilities (KSAs)

Knowledge of local, state, and federal laws and regulations relevant to HHSC agency programs; public administration and management techniques; applicable standards and policies; functions; objectives; operating methods, and procedures. Skill in effective oral and written communication, expressing ideas clearly and concisely in written and verbal form; use of computers and software programs, including Microsoft Office Suite; solving problems and removing barriers to success; interpersonal relationships and in establishing and maintaining effective working relationships. Ability to interpret and translate state and federal regulations, and agency programs and research; explain complex ideas in understandable terms; research, prepare, and direct information effectively; plan, train, assign, prioritize and/or supervise the work of others; manage program activities and establish goals and objectives; develop strategic communications and develop external partnerships; develop and evaluate policies and procedures and devise solutions to administrative problems; maintain effective working relationships with others; manage projects effectively including setting priorities and planning, organizing and coordinating the work of others; identify problems, evaluate alternatives, and implement creative solutions in a highly complex environment; exercise independent judgment, set priorities, meet deadlines and adapt to shifting technical and political developments. Skill in managing personnel and dealing effectively in conflict resolution. Ability to manage multiple tasks requiring flexibility in work prioritization to meet demanding deadlines. Experience that demonstrates the ability to lead a large team, as well as experience in managing personnel and effectively resolving conflicts. Four-year degree from an accredited college or university. Education may be substituted with applicable work experience on a year-for-year basis. Candidates should be skilled in setting expectations, coaching leaders, and driving performance across layered organizational levels. Knowledge of state and federal laws, regulations and policies related to HHSC programs. Experience and advanced knowledge in managing HHSC Community Care Services Eligibility programs and supporting functions (preferred). Additional Information
