Summary The Director of the Children’s Center provides strategic, operational, and educational leadership to ensure a high-quality, safe, and nurturing environment for children, families, and staff. This role delivers exceptional customer service, fosters positive relationships with families and community partners, and ensures compliance with all regulatory and licensing requirements. The Director oversees daily operations, staff performance, program quality, and continuous improvement while upholding confidentiality, professionalism, and a values-based service model.

Essential Duties and Responsibilities Leadership & Organizational Representation

Represents the organization in a professional manner, both internally and externally, demonstrating integrity, professionalism, confidentiality and discretion in all interactions and communications.

Excellent communication and interpersonal skills, with the ability to interact professionally with parents, families, children, visitors, vendors, staff, vendors, and other stakeholders at all levels of the organization.

Problem-solving and decision-making skills, with the ability to analyze situations, identify issues, and implement effective and creative solutions to resolve problems and improve processes within scope of duties.

Program Operations & Quality

Provides exceptional customer service for childcare services maintaining a high-quality experience for families and children.

Oversees daily operations to ensure safe, developmentally appropriate care.

Knowledge of the requirements for providing the type of care and supervision children need and the ability to communicate with such children.

Manages family enrollment, inquiries, and waitlists.

Manages departmental productivity standards, assesses efficiency and implements improvement plans.

Maintains accurate data tracking for process improvement, identify trends and develop future projections.

Develops and implements an ongoing assessment and reassessment process for operational efficiencies.

Assess program quality using recognized early childhood frameworks.

Support an environment that encourages independence, individuality, and social-emotional growth.

Works closely with multiple departments and teams affecting operations of Child Care Center.

Regulatory Compliance & Risk Management

Demonstrates working knowledge of departmental and hospital policies and procedures.

Complies with current and standardized policies and workflows.

Routinely reviews, develops and updates TFCC policies and procedures.

Collaborate with other departments for shared policies and procedures.

Initiates ADA Fact Finding process in response to an accommodation request for a child.

Follows protocol of reviews and approvals.

Working knowledge and ensures compliance with State of California, Community Care Licensing, Title 22 regulations, Health and Safety Codes, and State Fire Marshall regulations. Remains current on regulatory changes.

Cooperates with State of California Licensing reviews of center and program, providing requested documents. Reviews Analyst report and has authority to acknowledge receipt of deficiency notices and correct deficiencies.

Demonstrates the ability to lead and respond to an emergency, routinely practices emergency drills.

Collaborates with and acts as a liaison in events which involves Child Protective Services, law enforcement or other agencies.

Reviews and update annual contracted services who service TFCC.

Identify and correct safety hazards; Initiate facility work orders as required.

Make provisions for continuing operation and carrying out of duties during absence of director.

Financial Management & Stewardship

Ensures stewardship of District resources.

Manage the annual operating budget with fiscal responsibility.

Manages annual and monthly budget of revenue, expenses ensuring fiscal responsibility for inflow and outflow of monies.

Apply for and manage grants, stipends, and supplemental funding.

Reviews and approves purchase order requests.l Safeguard use of restricted and foundation funds for designated purposes

Staff Leadership

Creates an environment where employees have what they need to work effectively, includes solving unexpected issues quickly. Acts to reduce obstacles and improve efficiency across the organization.

Follows TFHD policy and procedures, interviews, hires, train and onboard new staff. Retains qualified staff.

Meets regularly, preferably monthly, with staff for collaboration, information and teamwork.

Develops and posts schedules of employees and assignments staff work areas. Approves requests for personal leave.

Promotes a positive and inclusive culture across all staff and clients.

Responds to inquiries and concerns of staff in a timely manner.

Coordinates employee engagement in team-building activities and recognition programs.

Acts as a resource for staff including, but not limited to, child development, psychosocial development, classroom management, curriculum, developmental assessments, and best practice implementation.

Demonstrates working knowledge of employee support services for employees to access.

Routinely assesses environment for compliance with best practices for childcare. Provides support and training for staff in best practices areas.

Routinely assesses environment for compliance with State of California, Department of Social Services, Community Care Licensing, Title 22 regulations, Health and Safety Codes and policies, and State Fire Marshall regulations. Provides support and training for staff.

Routinely reviews classroom records and documentation.

Uses reflective practices and peer review frequently and routinely to evaluate the effectiveness of staff‘s responsibility to maintain or improve performance and quality.

Provides consistent communication, check-ins and conduct annual evaluations of staff in a timely manner.

Provides staff supervision, coaching, evaluations, resources, process improvement and professional development.

Address performance issues in accordance with organizational policy.

Communication, Families & Community

Maintains proactive and respectful communication with families, potential clients and community members.

Responds promptly to inquiries and concerns of families, community and children seeking resolutions.

Maintains working knowledge and provides referrals for families including, but not limited to, developmental concerns, occupational therapy, psychotherapy, and community support systems.

Understands, promotes, models, adheres and supports staff to the customer service philosophy and standards of the Tahoe Forest Hospital System and Children’s Center.

Builds collaborative relationships within the community and county.

Develops, updates and communicates TFCC policies and procedures to families with clear and written expectations.

Responsible for keeping families informed by initiating parental communication.

Initiate and budget for TFCC family events.

Minimum Education/Experience Associate's Degree

Minimum requirements: State of California Community Care Licensing Division, Title 22

Associate degree from accredited or approved college or university with major emphasis in ECE or CD, plus 3 semester units in administration or staff relations and 3 units related to the care of infants per Title 22 (101415.1). Two years of teaching experience in a licensed childcare center or group childcare program.

Education and/or Experience are based on the State of California, Community Care Licensing Division, Title 22, or California Commission on Teacher Credentialing for the Child Development Permit Matrix of Site Supervisor. All coursework must meet the approved standards of Title 22 (101216.1). It is the responsibility of the employee to maintain education and experience qualifications and provide proof of and copy of qualification completion to the Tahoe Forest Children’s Center Facility Director before completion of the hiring process.

2-3 years relevant experience

Required Licenses/Certifications BLS: Employee will be enrolled in the Resuscitation Quality Improvement (RQI) Basic Life Support (BLS) Entry or Prep Curriculum (depending on their previous BLS certification).

Must have Child/Adult CPR and Pediatric First Aid certification. Must provide proof of additional 15 hours of Health and Safety.

Other Experience/Qualifications Minimum requirements: State of California, Community Care Licensing Division, Title 22

Associate degree from accredited or approved college or university with major emphasis in ECE/CD, plus 3 semester units in administration or staff relations and 3 units related to the care of infants per Title 22 (101415.1). Two years of teaching experience in a licensed childcare center or group childcare program.

Preferred: Education and/or Experience are based on the California Commission on Teacher Credentialing for the Child Development Permit Matrix of Site Supervisor. All coursework must meet the approved standards of Title 22 (101216.1).

Alternative qualification: AA (or 60 units) or higher which include 24 units of Early Childhood Education or Child Development (ECE/ED) required, including 3 units each in core courses of child/human development growth and development, child/family/community or child and family relations, and programs/curriculum, plus 6 units of administration, 2 adult supervision units, 3 units related to the care of infants per Title 22 (101415.1).

Alternative qualification: BA or higher with 12 units of ECE/CD, including 3 units each in core courses of child/human development growth and development, child/family/community or child and family relations, and programs/curriculum, plus 3 units of supervised field experience in ECE/CD setting, 3 units related to the care of infants per Title 22 (101415.1). Prefer additional 6 units of administration, 2 adult supervision units

Alternative qualification: BA or higher with 24 units of ECE/CD, plus 3 units of supervised field experience in ECE/CD setting, plus 6 units of administration, 2 adult supervision units, 3 units related to the care of infants per Title 22 (101415.1).

Alternative qualification: Admin credential or Teaching credential (A valid Multiple Subject or a Single Subject in Home Economics), with 12 units of ECE/CD, plus 3 units of supervised field experience in ECE/CD setting, plus 6 units administration, 3 units related to the care of infants per Title 22 (101415.1).

Alternative qualification: Master’s Degree in ECE/CD or Child/Human Development, 3 units related to the care of infants per Title 22 (101415.1).

Current valid credential from the Office of Teacher Credentialing, Child Development Permit – Site Supervisor or Program Director
