
Parks & Recreation Director

General Purpose
Performs a variety of administrative, managerial and operational duties related to planning, organizing, directing and coordinating the comprehensive parks and recreation operations of the city, including recreation center, shooting ranges, organized recreational programs and golf course.
Supervision Received Works under the general supervision of the City Manager.
Supervision Exercised Provides close to general supervision to City Parks & Recreation program staff, directly or through assigned supervisor(s), including Parks Superintendent, Recreation Superintendent, Golf Pro and Golf Course Superintendent. May provide general supervision to the Maintenance Mechanic as needed to oversee various projects and maintenance priorities.
General Administration
Implements directives from the City Manager; develops, prepares annual and capital budgets for department; administers budgets; monitors expenditures to ensure compliance with established fiscal guidelines; acquires alternative funding through state and federal sources; administers grants; generates revenues through self‑funding programs; coordinates and supervises purchases, expenditures, and supplies throughout the year; personally executes purchases requiring administrative decision‑making; develops and maintains departmental policies and procedures; directs purchases of needed materials and supplies.
Establishes volunteer programs, recruits volunteers, and acts as liaison to various established volunteer groups; manages staff, monitors performance and recommends personnel actions including retention, advancement, discipline and termination.
Maintains working relationships with other departments, boards and committees; attends city‑wide and departmental staff meetings; represents City before civic and other community groups and makes presentations; participates in public meetings and hearings as needed to solicit public response and apprise of policy and project options; educates the public through media, reports, public meetings and presentations; performs general customer services and problem solving, engages in crisis intervention, educates patrons and residents regarding operations, programs, policies, procedures, etc.; develops and directs public relations efforts, promotions and advertising campaigns for department recreation services and programs; prepares reports and advises the City Manager, the Recreation Board and Golf Board on matters related to parks, recreation and/or golf.
Monitors coordination use of city and community facilities; develops, establishes, coordinates and directs recreation programs; plans, organizes, directs and controls the parks, play fields, parkways, recreation center, shooting range and golf course through subordinate supervisors, and full‑time, part‑time and seasonal employees; prepares and presents comprehensive plans for the construction, improvement and expansion of facilities, parks, recreation and activities; plans, organizes and supervises annual and seasonal programs.
Participates in planning of and directs the development and landscaping of park areas and recreation facilities; prepares contracts and agreements with other agencies and submits for council review; oversees contractors working on city parks, recreation facilities and buildings; reviews landscape, development and other plans for approval.
Coordinates access to local facilities and playing fields; responsible for the security and maintenance of recreational facilities, buildings and surrounding areas; assures a safe environment both indoors and outdoors through periodic safety checks of facilities and equipment.
Reviews complaints, problems and concerns expressed by the public; analyzes circumstances and issues and develops alternative solutions; initiates action to create change as needed.
Operations
Manages the day‑to‑day operations and supervises maintenance of all city parks, buildings and grass islands, trees, open spaces and sports fields; participates and assists in acquisition of sites and open spaces; coordinates community service projects and other volunteers; organizes project priorities; specifies work schedules and deadlines, determines materials needed to complete specified objectives; allocates personnel and equipment resources as needed to assure timely project completion.
Inspects departmental facilities for maintenance and repair needs and arranges for repair; develops and coordinates daily work schedules; determines project priorities and establishes deadlines; assures availability of project resources including materials, equipment and personnel; determines work teams and crews; establishes project standards and monitors work in progress to assure quality, safety and timely completion.
Oversees turf maintenance, watering and fertilization; responsible for the installation, repair and maintenance of park and cemetery watering systems; programs irrigation schedules utilizing electronic controllers; may assist in the design, layout and installation of sprinkler systems; selects line sizes, sprinkler spacing, type and control equipment; installs, tests and maintains systems; maintains park and playing field water pumps; may operate trucks and other motorized equipment, including lawnmowers, tractors, loaders and backhoes.
Supervises and participates in various aspects of chemical applications and spraying programs related to the prevention or eradication of undesirable weeds, invasive plant species, pests, fungus and insects harmful to park plants, trees, shrubs and other environs; assures chemicals are properly stored and used in conformity with city, state or federal regulations; operates spraying equipment.
Recreation & Sports Programs
Provides support to local "recreation associations", i.e., organized adult and youth recreation programs including basketball, softball, baseball, football, soccer, runs and races; assists with supervision, coordination and implementation; delegates the determination of necessary resources and components (i.e., officials, facilities, equipment, volunteers, gym supervisors, scorekeepers, coaches, etc.). Monitors program activities to assure quality and serves as "trouble shooter" and "problem solver"; monitors, evaluates and recommends new program development and implementation; plans, operates and monitors programs according to funded budget.
Performs related duties as required.
Minimum Qualifications
Education: Graduation from college with a bachelor’s degree in Parks and Recreation Administration, Horticulture, Forestry, Recreation or a related field.
Experience: Eight (8) years of experience performing above and related duties, or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities: Thorough knowledge of methods and techniques of planning, developing and managing parks systems, golf courses, recreational programs and facilities maintenance; hazards and related safety precautions associated with equipment operations and chemical regulations and various environmental quality laws; EPA (Environmental Protection Agency), OSHA (Occupational Safety and Health Association), HAZWOPER/HAZMAT; turf and greens management; interpersonal communication skills.
