Duties Description
The Bureau of Investigations is responsible for conducting investigations pursuant to the Public Health Law ("PHL"). This includes investigation of fraud, abuse, and misuse involving public‑health systems and programs administered by the Department of Health (the "Department") and other high‑priority violations of the PHL. The Investigative Specialists, working closely with Investigative Counsel and an Investigative Auditor, will have primary responsibility for conducting investigative field work. This includes interviewing witnesses, drafting investigative reports, conducting surveillance, gathering various evidence, and serving legal process. The Investigative Specialists will also partner with program staff and other enforcement agencies, as necessary, to advance their investigations. As required, the Investigative Specialists will serve as deponents in criminal and administrative actions and testify at hearings related to their investigations. Work Hours and Travel
This role involves irregular hours, frequent same‑day travel, and occasional overnight travel. The position typically requires assignments at locations other than the designated workstation with little advanced notice. Travel may be required up to 70% of the time, with overnight travel up to 20%. Candidates with a valid NYS driver’s license are preferred. Qualifications
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent‑permanent, competitive service as an Investigative Specialist 1, G‑18 OR; Current NYS employee with one year or more of permanent or contingent permanent, competitive service in a title deemed eligible for transfer under Section 70.1 of the Civil Service Law to Investigative Specialist 1, SG‑18. Non‑Competitive Candidates Via NY HELPS Program:
Investigative Specialist Trainee 1: Four years of investigative experience (qualified investigative experience includes positions such as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, armed services investigations, or other investigative positions involving detailed reports). Non‑qualifying experience includes routine police patrol, security guard, tax collector, credit checker, legal assistant, hotel store detective, loss prevention officer, parole officer, correction officer, guard, or inspector. Investigative Specialist Trainee 2: Five years of investigative experience (same definition and qualifications as above). Preferred Qualifications Background in law enforcement or experience as an investigator responsible for conducting white‑collar, fraud, or similar investigations. Prior experience as a police officer, peace officer, or special agent. Demonstrated experience and familiarity with standard investigative techniques, procedures, and principles. Strong written and oral communication skills; experience drafting formal investigative reports and testifying before factfinders. Superior interview skills; deep experience and training conducting formal and informal investigative interviews. Ability to work independently and with a cross‑functional, multi‑disciplinary team, including collaboration with prosecutors or attorneys in affirmative litigation. Superior interpersonal skills with a proven history of building and managing collaborative intra‑ and inter‑agency relationships. Demonstrated data‑analysis experience – highly preferred. Benefits
